State Retirement Systems' of Illinois Rules & Personnel Committee met April 24.

Here is the minutes as provided by the committee:

The Rules and Personnel Committee of the Board of Trustees of the State Employees’

Retirement System of Illinois convened on Monday, April 24, 2017 at 2:00 p.m. at the System’s

Springfield office located at 2101 South Veterans Parkway.

The following trustees were in attendance:

Alan Latoza, Chairman

Danny Silverthorn, Trustee

Others in attendance were:

Timothy Blair, Executive Secretary

Jeff Houch, Assistant to the Executive Secretary

Jeremy “Tad” Hawk, Trustee

The meeting was called to order at 2:00 p.m. Assistant to the Executive Secretary Jeff Houch

took the roll call.

Public Comments

There were no members of the public present.

Chairmen's Report

Chairman Latoza had nothing to report.

Report of Any Trustee

No Trustee offered a report.

Approval of Minutes of the January 9th, 2017 Meeting

Trustee Silverthorn motioned to approve the minutes of the January 9, 2017 meeting of the

committee, Chairman Latoza seconded the motion. The motion passed unanimously.

Review of Proposed Rules

Mr. Houch provided an update regarding rules that had taken effect of March 22, 2017 as well as

the status of HB 2496, which represents administrative changes to the SERS article of statute.

Mr. Houch mentioned that HB 2496 passed the House on March 29, 2017 and Senator Omar

Aquino had filed to sponsor the bill in the Senate. He indicated that it is likely such bill will pass

the Senate prior to the end of May.

Evaluation of Executive Secretary

The committee discussed compensation levels of SERS management staff. Specifically, how

such levels measured to comparable management employees at other regional retirement

Systems. After some discussion, it was determined that the committee should produce an

evaluation of Secretary Blair in the near future.

Adjournment

There being no further business to be brought before the committee, the meeting was adjourned

at 3:00 p.m.
