Dear Business Community,

On December 21st, Mayor Lori E. Lightfoot, the Chicago Department of Public Health (CDPH), and the Chicago Department of Business Affairs & Consumer Protection (BACP) announced that any individual 5 years of age or older will be required to show proof that they are fully vaccinated against COVID-19 to dine indoors, visit gyms, or enjoy entertainment venues where food or drink are being served. 

This new requirement goes into effect on Mon, 1/3/22, and is in response to an alarming rise in COVID-19 cases both locally and nationally, driven in part by the Omicron variant, and is similar to requirements already in place in other large cities, including New York City and Los Angeles.

We had an overwhelming amount of feedback that our current system just wasn't working. We heard you and we hope that the new system makes your shopping experience at the LSqFM more enjoyable!

Next Sunday, January 9th, there will be no LSqFM. We will be extending the market by one extra day to make up for the missed Sunday. We are so sorry for any inconvenience this may cause you for your weekly grocery trip, but we will be back in business as usual the following Sunday!

BACP Updates

The BACP Small Business Center will reopen to limited in-person visits on Tuesday, July 6! Masks and social distancing will be required, and remote consultations are still strongly encouraged. Visit this BACP site for updates.

BACP is pleased to announce that Chicago’s City Council passed the Chi Biz Strong Initiativethe latest City of Chicago program to support small businesses and nonprofits. Announced today, the Chi Biz Strong Grants Program and Outdoor Dining Grants Program. Applications are available now. Deadline November 12th.

BACP announced the launch of the new Chicago Business Center (CBC) Program. Through this new initiative, eight regional Chicago Business Centers have begun operating as hubs to provide business licensing assistance and other resources for small businesses in communities throughout the City. The eight Centers are open for virtual consultations with entrepreneurs today. visit Chicago.gov/CBC for more information.

This new requirement goes into effect on January 3, 2022, and is in response to an alarming rise in COVID-19 cases both locally and nationally, driven in part by the Omicron variant, and is similar to requirements already in place in other large cities, including New York City and Los Angeles.  
Patrons age 5 and older must show proof of full vaccination; patrons age 16 and over will also need to provide identification that matches their vaccination record. If any employees of these venues and establishments are not fully vaccinated, the employer must ensure that these employees both continue to mask when interacting with patrons and provide proof of a weekly negative COVID-19 test.   
The City of Chicago mask mandate also remains in effect for all public indoor settings. The new order does not affect this mask requirement. The order will remain in effect until the City of Chicago is through this Omicron-driven surge and the risk of overwhelming hospital capacity has passed.  
Chicago was already experiencing a COVID-19 surge thanks to the Delta variant, and as the much more contagious Omicron variant has become dominant over the last week, that surge has dramatically worsened. The city is now averaging nearly 1,800 new COVID cases in Chicago residents every day, a 79% increase from one week ago. Chicago’s test positivity rate is now over 7%, up from 4.1% one week ago. More than 60 Chicagoans are being newly hospitalized with COVID each day and an average of 10 Chicagoans are dying from COVID each day.  The large majority of Chicago’s COVID hospitalizations and deaths continue to be in people who are not vaccinated. All of these figures are the worst they have been since January 2021, before vaccines were widely available. 
Effective Monday, January 3, 2022, the Chicago Vaccine Requirements will apply to the following public indoor places:  
  • Indoor Dining: Establishments where food or beverages are served, including, but not limited to, restaurants, bars, fast food establishments, coffee shops, tasting rooms, cafeterias, food courts, dining areas of grocery stores, breweries, wineries, distilleries, banquet halls, and hotel ballrooms; and 
  • Indoor Fitness: Gyms and fitness venues, including, but not limited to, gyms, recreation facilities, fitness centers, yoga, Pilates, cycling, barre, and dance studios, hotel gyms, boxing and kickboxing gyms, fitness boot camps, and other facilities used for conducting indoor group fitness classes; and 
  • Indoor entertainment and recreation venues where food or beverages are served: Including, but not limited to, movie theaters, music and concert venues, live performance venues, adult entertainment venues, commercial event and party venues, sports arenas, performing arts theaters, bowling alleys, arcades, card rooms, family entertainment centers, play areas, pool and billiard halls, and other recreational game centers.  
The vaccine requirement does not include houses of worship; grocery stores (though indoor dining sections within grocery stores would be included); locations in O’Hare International Airport or Midway International Airport; locations in a residential or office building the use of which is limited to residents, owners, or tenants of that building; or food service establishments providing only charitable food services, such as soup kitchens. Schools and day cares also are not included in the order.  
Proof of vaccination means a CDC COVID-19 Vaccination Record Card or an official immunization record from the jurisdiction, state, or country where the vaccine was administered or a digital or physical photo of such a card or record, reflecting the person’s name, vaccine brand, and date administered.  
Establishments will be required to develop and keep a written record describing the protocol for implementing and enforcing the vaccine mandate. Also, establishments will be required to prominently post signage at each publicly accessible entrance to the covered location and at least one location inside the covered location that is conspicuously visible, informing patrons of the vaccination requirement. 
The following individuals are exempted from this Order:
  • Individuals entering an establishment for less than 10 minutes for ordering and carrying out food; delivering goods; or using the bathroom; 
  • A nonresident performing artist who does not regularly perform or render services in a covered location, or a nonresident individual accompanying such a performing artist, while the performing artist or individual is in a covered location for the purposes of such artist’s performance; 
  • A nonresident professional athlete or a nonresident individual accompanying such professional athlete, who enters a covered location as part of their regular employment for purposes of the professional athlete/sports team competition; 
  • Individuals who have previously received a medical or religious exemption (e.g. from an employer), provided such patrons show the establishment proof of the medical or religious exemption and a COVID-19 test administered by a medical professional within the last 72 hours prior to entering. 
  • An individual 18 years of age or younger who enters a covered location to participate in an activity organized by a school or after-school program offered by any pre-kindergarten through grade twelve public or non-public school; and 
  • An individual who enters for the purposes of voting in a municipal, state, or federal election; or, pursuant to law, assisting or accompanying a voter or observing such election. 
We thank all the Chicagoans who have already made the choice to be vaccinated against COVID-19 to help protect themselves, their families, and Chicago.

Tips to Protect Chicago's Businesses
The City of Chicago is working diligently to ensure that our business community is prepared for the potential for events, large demonstrations, protest activity and civil unrest. You can view the proactive steps businesses can take to stay protected which include signing up for ChiBiz Emergency Alerts, joining Chicago's Public Private Partnership Initiative, and staying alert.
Neighborhood Business Development Centers
Chicago-based chambers of commerce and business support organizations, often referred to as Neighborhood Business Development Centers (NBDC), assist in the development of small businesses in Chicago, serve as liaison between local businesses and the City of Chicago, and provide neighborhood business development services. They have have a strong neighborhood network and coordinate efforts with local aldermen, the City, and other community partners. They can help start-up entrepreneurs and existing business owners. Business Education Resources:

The low-interest and long-term COVID EIDL program has helped millions of small business owners survive the impacts of the pandemic with its flexibility and affordability – allowing entrepreneurs to hire and retain employees, and purchase needed equipment and inventory.  
Now, we’re making the program even more flexible to meet your needs. 
  • The SBA has increased the amount of funding that can be borrowed from $500,000 to $2 million for qualified applicants.  
  • We have authorized COVID EIDL funds to be used to pay and prepay commercial debt and make payments on federal business debt in recognition of the financial reality many small businesses are facing during this crisis.
  • We have also made sure that small businesses have time to recover from COVID-19 impacts by further deferring payments – so you won’t need to start repaying these loans for two years after your loan origination date. 
  • In addition, to help ensure our smallest businesses can access this crucial capital, we created a one-month exclusive window for businesses requesting $500,000. During this time, approvals and disbursements will focus 100% on loans $500,000 or less until October 8th, upon which approvals and disbursements will be opened up to all loan sizes.
  • Finally, to ease the COVID EIDL application process for small businesses, the SBA has established more simplified affiliation requirements to model those of the Restaurant Revitalization Fund. 
Our commitment is to serve all our small businesses efficiently while also maintaining strong protections against fraud and abuse, and as such we have worked hard to improve operations. We are also dedicating ourselves to improving our customer service response and the application user experience. As of today, we have increased COVID EIDL application processing capacity from an average of 2,000 to more than 37,000 applications per day.

CPD Wants Your Feedback
From now until January 28th, 2022. CPD will be seeking community input on its Human Rights policy and Prohibition of Racial Profiling policy. After the community engagement period concludes, CPD will conduct an analysis of the feedback provided and use it to inform revisions on the policies. CPD anticipates publishing a draft of the updated policies when able and will invite the community to review the policies and provide additional feedback. Following any additional revisions, CPD anticipates implementing the updated policies by June 30th, 2022.
Following the implementation of the updated policy, CPD will release a public report detailing the engagement process, summary of community feedback provided and how it was used to inform policy revisions.

Shared Cost Sidewalk Program
An extremely popular voluntary program in which property owners share the cost of sidewalk repair with the City.
Applications will be taken on a first-come, first-served basis. The program typically reaches capacity quickly, so you are encouraged to apply early. Please note that if you applied for the program in previous years, you must apply again in 2022 if you wish to be considered for the 2022 program. Applications will only be accepted through the City’s 311 system by calling 311, through the City’s service request website https://311.chicago.gov, or through the free CHI311 mobile apps on iOS Apple and Android.

2022 Holiday Tree Recycling
Chicago's Tree Recycling Program runs from January 8th through the 22nd at 26 parks across the City. Trees can be dropped off anytime during normal business hours. 
Only live/natural trees without flocking are accepted (no garland or wreaths). Because the trees are mulched, all tinsel, ornaments, lights, and stands must be removed. Plastic bags used for transport should also be removed before putting trees in the stalls. 
Six locations will also provide free mulch on a first-come, first-served basis, starting January 12th: Lincoln Park, Margate Park, Mt. Greenwood Park, North Park Village, Warren Park, and the Forestry Site.
