CALL TO ORDER AND ROLL CALL - At 6:34 PM, Mayor Ludvigsen called to order the Regular Prospect Heights City Council Meeting at City Hall, 8 N Elmhurst Road, Prospect Heights, IL 60070. Deputy Clerk Schultheis read the preamble to the Meeting.

City Clerk Prisiajniouk called roll. A quorum was present.

ELECTED OFFICIALS PRESENT - Mayor Ludvigsen, City Clerk Prisiajniouk, Treasurer Tibbits Aldermen - Cameron, Morgan-Adams, Dash, Dolick

ABSENT - Alderman Anderson - with previous notification

APPROVAL OF MINUTES 

June 12, 2023 City Council Regular Meeting Minutes - Alderman Dolick moved to approve the June 12, 2023 City Council Minutes as presented; seconded by Alderman Dash.

ABSTAIN - Morgan-Adams

PRESENTATIONS 

Cook County Commissioner Scott Britton and Cook County United Against Hate Resolution – Cook County Commissioner Scott noted that there have been incidents of anti-Semitic and white supremacist literature being distributed to government officials and residents. He noted that the Resolution to show a united and moral front against all forms of hatred. He emphasized that the final paragraph of the Resolution specified that the City welcomed all people. He hoped that other communities in the County would enact the same Resolution.

Mayor Ludvigsen called for a motion to approve the Resolution.

Alderman Dolick moved to approve R-23-15 Resolution Pledging the City of Prospect Heights to Join Cook County to Unite Against Hate; seconded by Alderman Morgan-Adams.

Alderman Cameron wanted to know what actions the City was taking based on the resolution. Mayor Ludvigsen replied that the Resolution recognized the organization, and that the City advocated support of the concept. He said there was no specific action to be taken because of the Resolution.

Chicago Executive Airport Board of Directors Monthly Report - Director Saewert said that the Run/Rock the Runway was well-attended and a big success.

- June 13 - Noise Exposure Map Public Meeting. Public comments were given to the FAA.

- RSIP (Residential Sound Improvement Program) - there will be rebidding of the Phase I contract. Initially, there was the pilot program, and now the Airport is including groups of houses.

- electrical infrastructure for the lights and lighting of the taxiways/runways is about 60 years old so the FAA and the CEA are renovating it.

- there is a roadway improvement project at Atlantic

- construction on east ramp expansion and join two ramps

- the Airport is 100 years old next year. there is an author that will be writing a book on Palwaukee Airport. The Prospect Heights Library District has him speaking on July 10 at 1 PM, called "Chicago - shaping the airline industry." 

- there are five interns that have been hired for the summer.

- the CEA will be in the parade.

Alderman Morgan-Adams moved for omnibus approval of O-23-16 Business Request and Ordinance Increasing the Number of C-3 Liquor Licenses for Wing Stop (2nd Reading); O-23- 17 Staff Memo and Ordinance Amending the City Code Chapter 2, Article 2, Section 7 – Hotel Operators' Occupation Tax (2nd Reading); R-23-13 Staff Memo and Resolution Appointing Solid Waste Agency Director and Alternate Director; R-23-14 Staff Memo and Resolution Appointing Northwest Municipal Conference Delegate and Alternate Delegate; and R-23-16 Resolution Authorizing a Civil Engineering Services Agreement with Gewalt Hamilton Associates, Inc. for Design Engineering Services - Alton Road Storm Sewer Improvements; seconded by Alderman Dolick.

NEW BUSINESS 

O-23-18 Business Request and Ordinance Increasing the Number of C-1 Liquor Licenses for Lily's Taste (1st Reading) – the restaurant owners said that they intend for Lily's Taste to be a restaurant, not a bar. Director Peterson noted that the restaurant meets all the City's requirements. – No action taken. 

Requested Waiver of 1st Reading 0-23-19 Staff Memo and Ordinance Directing the Sale of Surplus Property - 2011 Ford Expedition VIN# 1FMJU1G54BEF57561 (1st Reading) – Alderman Dolick moved to waive First Reading of O-23-19 Staff Memo and Ordinance Directing the Sale of Surplus Property - 2011 Ford Expedition VIN# 1FMJU1G54BEF57561 (1st Reading); seconded by Alderman Cameron.

STAFF, ELECTED OFFICIALS, AND COMMISSION REPORTS 

May Financial Report Presented by Assistant Finance Director Bob Tannehill - noted that the First month of FY 23/24 and the 8& of the year saw the City at 6.08 % of revenue and 2.79% of expenses. This is within expectations.

The auditors will be at City Hall in July.

The City is using the high interest rates to its advantage, as investments are accruing interest.

City Clerk Prisiajniouk – said that The Greater Wheeling Area Chamber of Commerce Executive Director Putz has offered to have the Chamber's network assist the stores that were shut down because of the fire.

She said that there is a Chamber ribbon cutting in Wheeling on Dundee Road for a new Credit Union.

She noted that Chamber membership is growing.

Alderman Dash - Ward 4 – noted that longtime resident and former PZBA member, Jon Tammen, had died. She said that he was active in City concerns and interests.

Police Chief Caponigro - said that the Citizen's Academy is starting up this September. It is from 6:30 - 8:30 PM every Tuesday through November.

Director of Building and Development Peterson - gave an update on the fire on Elmhurst Road. He said that the cause has not been identified, and all 12 businesses have been shut down. The property owners are talking to insurance adjusters, and the management company has been cooperative. There is an electrical engineering investigation ongoing. In the next two-three weeks, there should be a plan of action. It was noted that there was an immediate response for the Fire District, Public Works, the Police Department and the Department of Building and Development. Public Works Director Roscoe - said that on the morning of June 24, on Old Willow near Wolf Road, a crater-sized sinkhole formed (seven feet deep and eight feet across. It has been barricaded and the road has been closed. The MWRD, Airsys Construction, IDOT, all came together to resolve the issue. They believe the issue may have been caused by a rotted manhole cover.

Steel plates have been installed. MWRD will resolve the issue by rebuilding a manhole. Major work will begin on Tuesday. The Road should be reopened on Friday.

City Administrator Wade commended Cook County Commissioner Britton for representing the City's efforts with the Wolf Road sidewalk. Commissioner Britton is also responsible for $300,000 to get grants started. He has been instrumental with Wolf Road sidewalk.

Mayor Ludvigsen noted that the County has helped the City a great deal with these projects.

Alderman Dolick moved to approve the warrants as read; seconded by Alderman Cameron to include a TOTAL of $358,115.78; 06/16/2023 Payroll of $181,332.88; May Illinois Retirement Fund Payment Fund payment of $15,281.14; and a TOTAL WARRANT of $554,729.80.

PUBLIC COMMENT ON NON-AGENDA MATTERS (Five Minute Time Limit) – Joseph Sykes - 10 Oakwood Drive, Prospect Heights. He had some ideas he wanted to share with the City officials.

Palatine Road after the Milwaukee Road overpass at Sanders there is a street light eastbound that only allows five cars capacity for any cars that turn left because there is a barricade and a wall. IDOT, he said, needs to re-engineer it for additional traffic, so that Palatine Road does not get backed up.

Elmhurst Road just north of Palatine Road, there's a bike path that crosses the street that only has a sign telling traffic that the bikes have the right of way. But, the bikes are not getting the right of way. He said that he has witnessed near misses. He proposed a signal that would stay green for the cars until a bike needed to cross. Then the bicyclist/pedestrian would hit a button to initiate a red light to cross.

On the walking path, along Elmhurst Road to Schoenbeck, there was a tree down at the bridge. He commended Public Works for removing the tree very quickly.

He said that a few years ago, he bought a hybrid alternative vehicle, and noticed that by the Airport there is a refueling station for these type of vehicles. He said that he saved $5000 in one year on fuel. He said that he would be willing to talk to the City officials about the fuel savings.

Mayor Ludvigsen said that he agrees that the Palatine eastbound lane is always backed up. He said that is not in the City's jurisdiction. IDOT would need to address it.

Director Roscoe said that the Prospect Heights Park District picked up the tree debris.

City Clerk Prisiajniouk- noted that the Illinois Municipal League had issued a parallel pledge to the Resolution uniting against hate. It proposed that all cities have officials take a civility pledge. She read the pledge - In the interest of civility, I pledge to promote civility by listening, being respectful of others, acknowledging that we are all striving to support and improve our community and understanding that we each may have different ideas for achieving that objective.
