Illinois Policy Institute has released a report concerning the allocation of $700,000 in taxpayer funds by the state to a group promoting decolonization activism.
According to the Illinois Policy Institute, Illinois lawmakers have allocated $700,000 to the Black Researchers Collective, a Chicago-based nonprofit that advocates for racial equity in research through a decolonizing perspective. The grant, part of the 2026 budget, surpasses the group’s 2024 revenue and lacks specific usage details or audits. This funding decision occurred during a rushed process involving 2,815 earmarks over $200,000 added in the final hours, including $40 million for a sports complex associated with a lawmaker.
According to Axios, Illinois transitioned from an $890 million surplus to a $3.2 billion deficit in 2026 due to increasing healthcare and pension costs. The state’s annual budget exceeds $53 billion, with pension liabilities projected at over $11 billion. As federal funds expire, state leaders face calls for spending cuts to address fiscal pressures without introducing new taxes.
The Government Accountability Office reported that the federal government has misspent an estimated $2.7 trillion over the past two decades. The annual deficit stands at $1.8 trillion, with interest payments exceeding national defense costs. Initiatives like the Department of Government Efficiency have identified $900 million in wasteful spending within the Department of Education.

Relaunched in 2007 by John Tillman, it focuses on education, pensions, and budget issues through research, education, and advocacy to ensure opportunities for Illinois residents.
