City of Chicago Commission on Chicago Landmarks met September 7.

Chairman Leon called the meeting to order.

1. Approval of the Minutes of Previous Meeting

Regular Meeting of August 3, 2017

Motioned by Wong, seconded by Moreno. Approved unanimously (7-0).

2. Preliminary Landmark Recommendation

Logan Square Boulevards District Extension Ward 32

Episcopal Church of the Advent and Parish House

2900 West Logan Boulevard

Susan Parks presented the report. Motion to adopt the preliminary landmark recommendation for the Logan Square Boulevards District Extension/Episcopal Church of the Advent and Parish House.

Motioned by Moreno, seconded by Houlihan. Approved unanimously (7-0).

3. Preliminary Landmark Recommendation, Report from the Department of Planning and Development, and Final Landmark Recommendation to City Council

Rosenwald Apartments Ward 3

4600-4658 South Michigan Avenue / 4601-4659 South Wabash Avenue / 45-77 East 46th Street / 46-78 East 47th Street

Susan Parks presented the landmark recommendation report. Eleanor Gorski presented the DPD report. Alderman Dowell requested that the name of the landmark be changed to Rosenwald Court Apartments. Motion to adopt the preliminary landmark recommendation, accept the DPD report, and adopt the final landmark recommendation for the Rosenwald Apartments amended to change the name to Rosenwald Court Apartments.

Motioned by Wong, seconded by Dziekiewicz. Approved unanimously (7-0).

4. Report from the Department of Planning and Development

Netterström House Ward 44

833 West Aldine Avenue

Daniel O. Hill House Ward 44

448 West Barry Avenue

Eleanor Gorski presented the report. Vote to accept the DPD report and take the next step in the designation process for the Netterström House and the Daniel O. Hill House to request consent from the property owners.

Motioned by Moreno, seconded by Dziekiewicz. Approved unanimously (7-0).

5. Final Landmark Recommendation

Quincy Elevated Station Ward 42

220 South Wells Street

Matt Crawford presented the staff report. Vote to adopt final landmark recommendation to City Council for the Quincy Elevated Station with the following modified language regarding lighting:

“Appropriate lamps simulating carbon filament bulbs be installed in vintage and historic reproduction lamps in the publicly accessible interiors of the two stationhouses at the Quincy Elevation Station.”

Motioned by Houlihan, seconded by Moreno. Approved unanimously (7-0).

Eleanor Gorski left the meeting.

6. Economic Hardship – Final Decision

Old Town Triangle District Ward 2

1639 N. North Park Avenue

Commissioner Wong gave the report on the hearing. Motion to accept the proposed recommendation and deny the applicant’s application for an economic hardship exception for the property at 1639 N. North Park Avenue in the Old Town Triangle District.

Motioned by Wong, seconded by Dziekiewicz. Approved 6-0 with one Commission member recusing herself.

Eleanor Gorski returned to the meeting. Ernie Wong left the meeting.

7. Design Guidelines Recommendation

Fulton-Randolph Market District Ward 27

Design Guidelines for the Fulton-Randolph Market District

Proposed adoption of Design Guidelines for the Fulton-Randolph Market District

Cindy Roubik presented an information update on development trends in the FultonRandolph Market District and adjacent West Loop area since the district’s designation. Larry Shure presented the report on Design Guidelines for the Fulton-Randolph Market District. Vote to adopt the Fulton-Randolph Market District Design Guidelines.

Motioned by Moreno, seconded by Dziekiewicz. Approved 6-0 with one Commission member recusing himself.

Ernie Wong returned to the meeting. Eleanor Gorski left the meeting.

8. Permit Review Committee Reports

Report on Projects Reviewed at the August 3, 2017, Permit Review Committee Meeting

Commissioner Wong presented the report from the Permit Review Committee meeting of August 3, 2017 (see attached).

Report on Permit Decisions by the Commission Staff for the month of August 2017

Cynthia Roubik presented the staff report for the month of August 2017 (see attached).

9. Announcement

Chairman Leon announced:

The Program Committee’s review of suggestions received from the public for Chicago Landmark Designation and Nominations to the National Register of Historic Places will be held:

Date: Wednesday, September 20, 2017

Time: 2:00 p.m.

Location: City Hall, 121 North LaSalle Street, Room 201-A

Deadline for submissions is Friday, September 15, 2017

All suggestions must be submitted on a suggestion form available on the Chicago Landmarks website or from the Historic Preservation office.

There being no further business, the meeting was adjourned at 2:15 p.m.
