A. Call To Order/Pledge of Allegiance: 7pm

B. Don Little made a motion to suspend the order of the agenda and move to item ‘A’ under New Business. Aaron Mead 2nd. Motion carried 5-0.

C. Oath of Office for Trustee Jones.

D. Attendance:

E. Approval of Board Minutes 12/1/25: Motion by Aaron Mead, 2nd Marcella Wilfong. Motion carried 6-0.

F. Approval of Treasurers Report: Motion by Aaron Mead, 2nd Marcella Wilfong. Motion carried 6-0.

G. Approval of Bills: Motion by Aaron Mead, 2nd Marcella Wilfong. Motion carried 6-Yeas 0-Nays.

H. Mayor Report:

I. Public Comment: Per ORD. 2025-05, citizens may have 5 MINUTES of uninterrupted speech in regard to items of proposed business. Please state your name before starting your comment. Bob Weaver asked about the timeline for Main St. road repairs. Mayor Kasten stated the Engineers are working with IDOT at this time. Bob and Elaine Weaver both congratulated Trustee Jones on her appointment. Trustee Winslade thanked Mr. Werts for assisting with a parking issue at Dollar General.

A. Community Development Committee-12/25/25 Meeting Canceled.

B. Park Committee-12/11/25 Meeting Canceled.

C. Public Safety-12/15/25 Meeting Canceled.

D. Public Works-12/22/25 Meeting Canceled.

E. Zoning Committee-12/16/25 Meeting Canceled.

OLD BUSINESS

A. 103 School St: Scott Watts progress report-He will be replacing the storm damaged fence with a steel fence. He is leveling the main beam slowly so it’s not damaged. Lumber has been purchased for the next section of roof repairs. He has sheet metal, but some sheets were stolen since he bought it over 2 years ago. No police report was made. The NW section of roof will be next to be repaired. Mayor Matt asked Mr. Watt’s about getting others to help with the work. He said no because of the liability, or they would have to have a contractor’s license. Next court date is 1-15-26.

B. Ongoing Municipal building repairs

-Chase Equipment Group will begin taking soil samples to submit for the L.U.S.T. funding through the EPA. They were supposed to take samples by the end of 2025. We have not heard anything from them.

-Pam with Light Brite Distributing has donated 125 light bulbs that can bypass our ballasts at Village Hall. We do not need to change the fixtures. We are getting a quote to get the wiring done for the new bulbs.

NEW BUSINESS

A. Don Little made a motion to approve the Mayor’s recommended appointment of Chisty Jones as a Trustee and CoChair for the Park Committee. Aaron Mead 2nd. Motion passed 5-Yeas 0-Nays. The appointment was necessary due to the death of Trustee Bramley in December of 2025. The appointment will fulfill the remainder of Trustee Bramley’s elected term which ends April of 2027. Bradley Arnold will move from Co-Chair to Chair of the Park Committee to fill that vacated position.

B. Motion by Aaron Mead to approve a $2500 budget for the Daddy Daughter Dance. 2nd Marcella Wilfong. Motion carried 6-Yeas 0-Nays. The date of the dance will be determined at a later date depending on DJ availability.

C. Motion by Aaron Mead to approve Resolution R1-2026 Macoupin County Hazards Mitigation Plan. 2nd Marcella Wilfong. Motion carried 6-Yeas 0-Nays. A date will be set for the Board to complete tabletop scenarios regarding the EOP.

D. Motion by Aaron Mead to approve sending Village Attorney to IML Attorney Seminar March 12th in Mt. Vernon, IL. 2nd Don Little. Motion carried 6-Yeas 0-Nays.

E. Motion by Aaron Mead to approve Direct Energy contract renewal. 2nd Bradley Arnold. Motion carried 6-Yeas 0-Nays. The new rate will be 1% less than our current rate.

F. Don Little made a motion to approve planting a tree at Schneider Park in Trustee Bramley’s honor. 2nd Aaron Mead.

Motion carried 6-0. Tree donated by the Groves Family.

ADJOURNMENT: Aaron Mead made a motion to adjourn. 2nd Bradley Arnold. Motion carried 6-0.
