Here are the minutes provided by the committee:

Village President David Schroeder called the Committee of the Whole Meeting to order at 7:03 PM. Roll call was taken by Deputy Village Clerk Heather Riley:

Also present: Attorney David Kurlinkus, Chief Roy Bethge, Village Treasurer Maureen Gumowski, Village Administrator Jim E. Claeyssen, Village Engineer Sheri Kosmos C.E.S INC., Public Works Supervisor Steve Strasser and Deputy Village Clerk Heather Riley.

ADOPT THE AGENDA:

Trustee Hollembeak moved to approve the agenda with one change; there will not be an Executive Session tonight. Trustee Neville seconded. All “AYE” none opposed. Motion carried by voice vote.

APPROVE THE COMMITTEE OF THE WHOLE MEETING MINUTES:

Trustee Hollembeak moved to approve the August 22, 2022 Meeting Minutes. Trustee Pearse seconded. All “AYE” None opposed. Motion carried by voice vote.

PUBLIC COMMENT: None.

ORDINANCE –TRUSTEE MIKE NEVILLE FOR CHAIRMAN TRUSTEE NANCY BELT.

UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. After some discussion, Trustee Neville moved to send to the Village Board to waive the rules and consider this the second and final reading of an ORDINANCE AMENDING CHAPTER 22, BUILDINGS AND BUILDING REGULATIONS OF THE CODE OF ORDINANCES FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS BY CREATING SECTION 22-3, INTERNATIONAL PROPERTY MAINTENANCE CODE. Trustee Hollembeak seconded. All “AYE” None opposed. Motion carried by voice vote.

PUBLIC WORKS –CHAIRMAN TRUSTEE MIKE NEVILLE.

ENGINEER’S REPORT:

1. Village Engineer Sheri Kosmos gave an update on the following items:

• Genoa Sidewalk Improvements – Completed. Generating punch list. Holding retainage.

• Regional Detention Improvements – will rebid project in 2023. – Need to modify plan to accommodate IDOT improvements on I-39 prior to re-bid.

• Well 7 – Well House – Design on pause until well is drilled and tested (per IEPA direction). Village needs to wait for water quality and water capacity prior to submitting.

• Well 7 – Drill Only – IEPA drill permit submitted. (90-day review) – IEPA Permit was received on 9/12. Layne Company proceeding with drilling plans; hope to start by end of the month.

• East Village Water Loop – Completion date Nov. 30 2022. Corn has been cut down. Staking property line on 9/21.

• Village Parking Lot Projects (North Walnut Street Lot, Lot behind Post Office). Submittal to IDOT for approval and contracts 9/13.

UNFINISHED BUSINESS:

1. General Public Works Updates from Public Works Supervisor Steve Strasser – Public Works Supervisor Strasser stated that he passed out a memo with all of the assignments and different jobs Public Works has been working on recently. Steve Strasser stated that if anyone has any questions to feel free to reach out to him. A copy of the report will be placed on file with the permanent record.

NEW BUSINESS:

1. Trustee Neville moved to send to the Village Board approval to hire SOPPA’S Tree Service, INC. Rockford, Illinois to remove various overgrown trees, grind stumps and perform general grounds cleanup on village owned property near 206 North Walnut Street at a cost of $6,825.00 from line item 5170 Buildings & Grounds. Trustee Hollembeak seconded. All “AYE” None opposed. Motion carried by voice vote.

2. Trustee Neville moved to send to the Village Board approval to purchase a Pavilion Kit from LOWES at a cost not to exceed $2,500.00 from line item 5410 Parks Improvements. Trustee Pearse seconded. All “AYE” None opposed. Motion carried by voice vote. (This item is for the Old School Park on East State Street).

DIRECTOR’S REPORT – No Report.

CHAIRMAN’S REPORT: No Report.

EX-OFFICIO’S RECREATION BOARD REPORT:

1. Trustee Pearse moved that the Committee of the Whole Committee approve $600.00 for the village’s Annual Santa Clause Event to be held on Sunday, November 27, 2022 from line item 5260 Buildings & Grounds. (This year’s event will be held at The Venue Center at 125 South Walnut Street, Cherry Valley, Illinois). A roll call vote was taken:

PUBLIC SAFETY – CHAIRMAN TRUSTEE JEFF FUSTIN.

1. Trustee Fustin moved to send to the Village Board a Request for Carrie Parent to attend an online one-day course regarding additional training with NIBRS (National Incident Based Reporting System) for statistical reporting, at a cost of $239.00 from line item 5195 Police. Trustee Neville seconded. All “AYE” None opposed. Motion carried by voice vote.

FINANCE – CHAIRMAN TRUSTEE BRANDI PEARSE.

NEW BUSINESS:

1. Trustee Pearse moved to send to the Village Board approval of the purchase of a NordicTrack EXP 71 Treadmill and a PowerBlock Sport 24 Pair (weight set) from Dick’s Sporting Goods, Rockford, Illinois for a total cost of $1,360.00 from line item 5375 Capital Improvements. Trustee Hollembeak seconded. All “AYE” None opposed. Motion carried by voice vote.
