Summary: Under this proposed increase and extension of the interagency agreement, the Illinois Housing Development Authority (IHDA) will continue to operate a toll-free helpline service and manage and administer housing counseling services as a part of the Circuit Court’s Mortgage Foreclosure Mediation Program.
Families facing foreclosure call the IHDA’s helpline to receive important information on the foreclosure process and to set up an appointment with a HUD-certified housing counseling agency. Families receive the housing counseling services from IHDA’s seven (7) HUD-certified subcontractors which were selected after a rigorous application process and are located throughout Cook County. Services include: one-on-one housing counseling with families; assistance with applying for loan modifications; and identification of other options to avoid foreclosure whenever possible. Each family receives an average of four (4), one-on-one counseling sessions. As of 6/30/2016, IHDA’s subcontractors assisted more than 155,000 families through the helpline, provided more than 87,000 families with free one-on-one initial housing counseling sessions, and conducted more than 300 housing counseling workshops throughout Cook County at which almost 9,000 families received assistance.
The increase and extension are necessary as Request for Proposals (RFPs) are in process for these
services, as well as other program services, including mediation, legal aid and community outreach. Completion of the RFPs has been delayed due to the uncertainty of funding availability.

COOK COUNTY BOARD OF REVIEW OPERATION AND ADMINISTRATIVE FUND
BE IT ORDAINED, by the Cook County Board of Commissioners, that Chapter 34 Finance, Sec. 41 of the Cook County Code is hereby amended as Follows:
Sec. 34-41. - Cook County Board of Review Operation and Administrative Fund.
Beginning on or before January 1, 2017, the Board of Review of Cook County shall create a Cook County Board of Review Operation and Administrative Fund, which shall be subject to appropriation by the Board, to be used to offset the costs incurred by the Board of Review in performing the additional duties required to fairly and impartially review the assessments of all property within Cook County. The Treasurer shall allocate any savings incurred from the defense of property tax appeals by the Board of Review to the Illinois State Property Tax Appeals Board to the fund as determined in conjunction with the Commissioners of the Board of Review. The Commissioners of the Board of Review shall be the custodian, ex officio, of this fund and shall use the fund to perform the duties required by the office. Expenditures shall be made from the fund by the Commissioners of the Board of Review for expenses related to the fair and impartial review the assessments of all property within Cook County.
Effective date: This ordinance shall be in effect immediately upon adoption.

PROPOSED ORDINANCE AMENDMENT
HEALTHY WORKFORCE AND HEALTHCARE ACCESS AMENDMENT
NOW THEREFORE, BE IT ORDAINED, by the Cook County Board of Commissioners, that Chapter 42 - Human Relations, Article II. Human Rights, Section 42-39 of the Cook County Code is hereby enacted as follows:
Sec. 42-39. - County facilities, services and programs.
(a) Prohibition. No person shall engage in unlawful discrimination in the provision or distribution of any Cook County ("County") facilities, services, or programs.
(1) National Origin. No person shall discriminate in the provision or distribution of any County facilities, services, or programs based on national origin under the guise of discrimination based on an individual's immigration status. Nothing in this article shall be construed to conflict with any
Federal or State law or regulation.
(2) Immigration Status. No person shall discriminate in the provision or distribution of any County facilities, services or programs based on immigration status or documentation of immigration status. County services for the purpose of this provision include, but are not limited to, health services provided by the Cook County Health and Hospitals System and legal services provided by the Cook County Public Defender’s Office. Nothing in this article shall be construed to conflict with any Federal or State law or regulation.
(b) Exception. The Cook County Commission on Human Rights ("Commission") as defined in Section 42-34 shall adopt rules specifying any exceptions to the prohibition contained in this section based on bona fide considerations of public policy.
(c) Sexual harassment.
(1) No person shall engage in sexual harassment in the provision or distribution of any County facilities, services, or programs.
(2) When used in this subsection, the term "sexual harassment" means any unwelcome sexual advance, request for sexual favors, or conduct of a sexual nature when:
a. Submission to such conduct is an explicit or implicit term or condition of an individual's use of County facilities, or the provision of County services or programs;
b. Submission to or rejection of such conduct by an individual is used as the basis for any decision affecting the provision or allocation of County services or programs, or the use of County facilities; or
c. Such conduct has the purpose or effect of substantially interfering with an individual's access to County services, programs, or facilities, or the conduct creates an intimidating, hostile, or offensive environment for the provision of County services or programs, or in the use of County facilities.
Effective date: This ordinance shall be in effect immediately upon adoption
