Illinois Labor Relations Board State Panel met March 7.

Here is the minutes provided by the Board:

I. Opening of Meeting 11:00 a.m.— At160 N Lasalle Street, 4th Floor, Room S401, Chicago, IL

II. Present

John Hartnett, Chairman; Michael Coli, Member of the Board; Kathryn Zeledon Nelson, Member of the Board; John Samolis, Member of the Board; Keith Snyder, Member of the Board; Kimberly Stevens, Executive Director; Helen J. Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members.

III. Approval of Minutes of Regular Meeting Held February 7, 2017

Chairman Hartnett called for approval of the minutes of the February 7, 2017, meeting. Member Samolis moved to approve the minutes. Member Coli seconded. The Board passed the motion unanimously, by a voice vote.

IV. Administrative Matters

Chairman Hartnett asked Executive Director Stevens to present the Executive Director’s reports. She presented the reports and summarized the highlights.

V. Board Actions

1. Case No. S-CA-16-025

Darlene Spencer and Donna Morger/Village of South Pekin

General Counsel Kim called the case, noted that no party filed exceptions to Administrative Law Judge Kerley’s Recommended Decision and Order and asked whether the Board wished to review the decision on its own motion. The Board declined to do so.

2. Case No. S-CA-15-136

Metropolitan Alliance of Police, Bolingbrook Chapter #3/Village of Bolingbrook

General Counsel Kim called and presented the case. She stated that the Executive Director issued a dismissal on a charge alleging that the Respondent violated Section 10(a) of the Act and that Charging Party filed an appeal. After her presentation, General Counsel Kim recommended that the Board reject the dismissal and remand the matter to Executive Director. After discussion, Member Nelson moved to vacate the dismissal and remand to the Executive Director for reinstatement of the deferral to arbitration order. Member Coli seconded the motion, and the Board passed it unanimously, by a voice vote.

VI. Executive Session

Chairman Hartnett requested that the Board to go into executive session to discuss litigation matters pursuant to 5 ILCS 120/2(c)(1). Member Coli made a motion to leave open session. Member Samolis seconded the motion, and the Board passed it unanimously, by a voice vote. Member Coli made a motion to go into executive session. Member Nelson seconded the motion, and the Board passed it unanimously, by a voice vote. Discussion on the pending circuit court litigation matter ensued. At the end of the discussion, Member Coli made a motion to leave executive session. Member Samolis seconded the motion, and the Board passed it unanimously, by a voice vote. Member Samolis then made a motion to return to open session. Member Snyder seconded the motion, and the Board passed it unanimously, by a voice vote.

VII. Public Comment

No members of the public sought to make comments.

VIII. Adjournment

Chairman Hartnett called for a motion to adjourn. Member Nelson moved to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
