Illinois Labor Relations Board State Panel met January 10.

I. Opening Of Meeting 11:00 a.m.— by video conference at 160 N. LaSalle Street, Room N-701, Chicago, IL and 801 S. 7th Street, Room 5A, Springfield, IL
II. Present
John Hartnett, Chairman; Keith Snyder, Member of the Board; Kimberly Stevens, Executive Director; and staff members participated via video conference from the Board’s Springfield office. Michael Coli, Member of the Board; John Samolis, Member of the Board; Albert Washington, Member of the Board; Helen Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members participated via video conference from the Chicago location.
III. Approval of Minutes of Regular Meeting Held December 13, 2016
Chairman Hartnett called for approval of the minutes of the December 13, 2016, meeting. Member Washington moved to approve the minutes. Member Samolis seconded. The Board passed the motion unanimously, by a voice vote.
IV. Administrative Matters
Chairman Hartnett asked Executive Director Stevens to present the Executive Director’s reports. She presented the reports and summarized the highlights.
V. Board Actions
1. Case No. S-CA-15-030
International Association of Firefighters, Local 413/City of Rockford
Chairman Hartnett asked General Counsel Kim to call and present the case. General Counsel Kim stated that Administrative Law Judge (ALJ) Anna Hamburg-Gal issued a Recommended Decision and Order (RDO) alleging that the Respondent violated Sections 10(a)(4) and (1) of the Illinois Public Labor Relations Act. She then summarized the issues presented by the exceptions and responses that were filed. After her presentation, General Counsel Kim made alternative recommendations for the Board to consider. After discussion, Member Samolis moved to reject the ALJ’s RDO. Member Coli seconded the motion, and the Board passed it unanimously by a voice vote.
2. Case Nos. S-CA-16-015 and S-CB-16-011
Hazel Crest Professional Firefighters International Association of Fire Fighters, AFL-CIO, CLC/Village of Hazel Crest
General Counsel Kim called the case, noted that no party filed exceptions to ALJ Hamburg-Gal’s RDO and asked whether the Board wished to review the decision on its own motion. The Board declined to do so.
VI. Executive Session
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VII. Public Comment
No members of the public sought to make comments.
VIII. Adjournment
Chairman Hartnett called for a motion to adjourn. Member Coli moved to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
