Illinois Labor Relations Board Local Panel met June 8.

Here is the minutes provided by the Board:

I. Opening of Meeting 10:00 A.M.—160 North LaSalle Street, S-401, Chicago, IL

II. Present

Robert M. Gierut, Chairman of the Local Panel; Charles E. Anderson, Member of the Local Panel; Kimberly Stevens, Executive Director (participated by phone); Helen J. Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members.

III. Approval of Minutes of Regular Meeting Held May 16, 2017

Chairman Gierut called for approval of the minutes of the May 16, 2017 meeting. Member Anderson moved to approve the minutes. Chairman Gierut seconded. The Board passed the motion unanimously, by a voice vote.

IV. Administrative Matters

Chairman Gierut asked Executive Director Stevens to present the Executive Director’s reports. She presented the reports and summarized the highlights.

The Local Panel Members finalized the 2017 meeting dates. Member Anderson made a motion to approve the 2017 meeting dates. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.

V. Board Actions

1. Case No. L-CA-15-020

Service Employees International Union, Local 73/County of Cook

General Counsel Kim called the case, and noted that no party filed exceptions to Administrative Law Judge Sanceda’s Recommended Decision and Order. The Board declined to review the decision on its own motion.

2. Case Nos. L-CA-16-013 and L-CA-16-022

Kenneth Sawyer/City of Chicago (Streets and Sanitation)

General Counsel Kim called the case, and noted that no party filed exceptions to Administrative Law Judge Anna Hamburg- Gal’s Recommended Decision and Order. The Board declined to review the decision on its own motion.

3. Case No. L-RC-16-026

American Federation of State, County and Municipal Employees, Council 31/City of Chicago (Unit #1)

General Counsel Kim called the case, and noted that no party filed exceptions to Administrative Law Judge Anna Hamburg- Gal’s Recommended Decision and Order. The Board declined to review the decision on its own motion.

4. Case No. L-RC-16-008

American Federation of State, County and Municipal Employees, Council 31/City of Chicago (Unit #4)

General Counsel Kim called the case, and noted that no party filed exceptions to Administrative Law Judge Sanceda’s Recommended Decision and Order. The Board declined to review the decision on its own motion.

5. Case No. L-CB-17-006

Karen Lindberg/Service Employees International Union, Local 73

General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Anderson moved to accept the Executive Director dismissal with modifications. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.

6. Case No. L-CA-17-026

Shadonna Davis/County of Cook and Sheriff of Cook County

General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Anderson moved to accept the Executive Director dismissal. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.

7. Case No. L-CB-17-026

Geramy Webster/Amalgamated Transit Authority

General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Anderson moved to accept the Executive Director dismissal with modifications. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.

Vi. Review of Proposed Written Decisions and Orders

1. Case No. L-CA-16-003

Local 200, Chicago Joint Board, RWDSU/County of Cook (Health & Hospital System)/Metropolitan Alliance of Police, Chapter 294

General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.

2. Case No. L-CA-15-008 Amalgamated Transit Authority/Chicago Transit Authority

General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.

VII. Executive Session

After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.

VIII. Public Comment

No members of the public were present.

IX. Adjournment

Chairman Gierut called for a motion to adjourn. Chairman Anderson made a motion to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
