Public Testimony:

Summary: Green Lake Savanna is a one hundred thirty (130) acre preserve located in Calumet City in southeastern Cook County. The site has sandy soils, retains characteristic ridge and swale topography, and is home to several locally rare and conservative plant species. Building upon restoration efforts in the northern half of the preserve, the Forest Preserve District of Cook County has been awarded a grant by the U.S. Fish and Wildlife Service via the Great Lakes Restoration Initiative to conduct an additional 17.5 acres of timber stand improvements and invasive species removal at the site. Work is expected to be completed within one to two winter work seasons, depending on ground conditions. Thinning of invasive and over-abundant trees will restore natural oak savanna and marsh tree densities, increase the amount of sunlight reaching the ground-layer, and improve wildlife habitat. As a condition of the grant award, the Preserves are obligated to maintain the project area through a habitat retention period which is in effect until 7/11/2028. Total project costs are $67,000.00, with a 50-50 match being contributed by each partner.

Proposed Right Of Entry Agreement

Request: Requesting authorization for the Forest Preserve District of Cook County (the “Preserves”) to enter into a Right of Entry Agreement - Pilot Program with Nature Exploration Academy.

Reason: Nature Exploration Academy is a Not-for-Profit school in the south suburbs that uses nature as the base for their curriculum. They are proposing use of a bunkhouse at Camp Sullivan during the 2017-2018 school year for their nine student classroom.

NEA’s mission is focused on preserving, cultivating and leveraging the joy of discovery to all children through a hands-on, nature based curriculum. The school encourages student to be creative and compassionate, inspires them to deepen their connections to the natural world and empowers them to lead and succeed at the next level.

NEA is one teacher with support from parent volunteers delivering the following:

Hands on science and nature based curriculum Outdoor education and exploration Opportunities for all of our senses while learning ecology, gardening, botany, habitats and more Common core activity focused on creative exploration in the arts and music

The Forest Preserve is entering into this Right of Entry Agreement - Pilot Program because of the nature focus of the curriculum and because we have been looking for opportunities to increase the use of the campgrounds during week days. The size of the school is currently nine students and will not exceed the capacity of the bunkhouse they are using.

Contract period: 9/13/2017-5/25/2018

Fiscal Impact: Revenue generating to the Forest Preserve of between $5,000.00 and $6,700.00. This represents about a 75% discount off of the standard rate.

Summary: The Preserves have utilized Max McGraw Wildlife Foundation for assistance with capturing, collecting data, monitoring and analyzing wildlife activity since 2008. This work assists the Preserves with tracking wildlife disease transmittance between various wildlife populations and human populations. Information gathered through this work is shared throughout the health services community both locally and nationally, including but not limited to the Cook County Department of Public Health and the Centers for Disease Control and Prevention. Max McGraw Wildlife Foundation is considered a sole source vendor due to their unique expertise in wildlife research, local officing, access to regionally and nationally prominent biologists, as well as the length of their longstanding partnership with the Preserves on various research projects. The Preserves entered into the existing Board approved agreement with Max McGraw in 2014 for a period of four (4) years, and are requesting an extension for an additional five (5) years.

Proposed Partnership Agreement

Request: Requesting authorization for the Forest Preserve District of Cook County (the “Preserves”) to enter into a Partnership Agreement with Friends of the Forest Preserves, Chicago Illinois.

Reason: Friends of the Forest Preserves has obtained a grant from the U.S. Environmental Protection Agency - Great Lakes Restoration Initiative in the amount of $591,265.00 to be used to field a ten (10) member Calumet Conservation Corps program. The program will engage a Crew Manager, an Assistant Crew Manager, four (4) adult participants, as well as four (4) part time young adult Emerging Calumet Leader interns in hands-on ecological restoration activities centered on herbicide application, prescribed fire, native seed collection, and invasive species removal.

Ecological restoration will be conducted in partnership with the Preserves, volunteers, community members, and professional contractors to advance goals in support of stewardship projects and invasive species management in the Calumet region, which harbors significant biological diversity but is threatened by environmental justice issues.

The project will advance the Preserve’s Next Century Conservation Plan goal to mobilize people to heal and nurture the land.

Summary: Based on preliminary plans, the Illinois Department of Transportation (IDOT) requested 0.25 acres of Permanent Easement and 0.14 acres of Temporary Easement for removal, replacement and maintenance of an existing culvert and outfall of the Middle Fork North Branch Chicago River through the intersection of Dundee Road and Lee Road in Northbrook. Randall, General Superintendent, requesting authorization for the Forest Preserve District of Cook County (the “Preserves”) to grant permanent and temporary easements to the Illinois Department of Transportation (IDOT) for removal, replacement and maintenance of an existing culvert and outfall of the Middle Fork North Branch Chicago River through the intersection of Dundee Road (IL 68) and Lee Road in Northbrook. The area for the permanent easements is 0.25335 acres. The area for the temporary easement is 0.1425 acres. IDOT indicates that 67 live and 10 dead trees will be removed on the Preserves’ property for the project.

Reason: The existing storm water culvert at this major intersection is badly deteriorated and needs replacement. The northernmost end of the existing culvert already extends onto the Preserves’ property but there are no records of an existing easement. The new culvert will eliminate the middle wall of the existing structure where debris accumulates and impedes the flow. IDOT will be responsible for future maintenance and debris removal at the structure.

Estimated Fiscal Impact: Revenue of $231,627.03 $186,000.00 to District for Tree Mitigation Fee. Easement Fee: To be determined by appraised value. IDOT has agreed to pay fair market value for the easements.
