Illinois Labor Relations Board met August 8.

I. Opening of Meeting 10:30 a.m.— at 160 N LaSalle Street, S-400, Chicago, IL
II. Present
John Hartnett, Chairman; Kathryn Zeledon Nelson, Member of the Board; John Samolis, Member of the Board; Keith Snyder, Member of the Board; Kimberly Stevens, Executive Director; Helen J. Kim, General Counsel; Anna Hamburg- Gal, Associate General Counsel; and staff members.
III. Approval of Minutes of Regular Meeting Held July 11, 2017
Chairman Hartnett called for approval of the minutes of the July 11, 2017 meeting. Member Samolis moved to approve the minutes. Member Nelson seconded. The Board passed the motion unanimously, by a voice vote.
IV. Administrative Matters
Chairman Hartnett asked Executive Director Stevens to present the Executive Director’s reports. She presented the reports and summarized the highlights.
V. Review of Proposed Written Decisions and Orders
1. Case No. S-CB-17-022
Randy L. Railey/Metropolitan Alliance of Police
General Counsel Kim called the case. Member Snyder made a motion to approve the proposed written decision. Member Samolis seconded the motion, and the Board passed it unanimously, by a voice vote.
VI. Board Actions
1. Case No. S-CA-11-066
Patrick Kennedy/State of Illinois, Department of Central Management Services
Acting General Counsel Stevens called the case, and noted that no party filed exceptions to Administrative Law Judge Beverly’s Recommended Decision and Order. The Board declined to review the decision on its own motion.
2. Case No. S-CA-15-124
North Riverside Fire Fighters, Local 2714/Village of North Riverside
General Counsel Kim called the case, and noted that no party filed exceptions to Administrative Law Judge Hamburg-Gal’s Recommended Decision and Order. The Board declined to review the decision on its own motion.
3. Case No. S-UC-16-032, 033, 034
State of Illinois, Department of Central Management Services/American Federation of State, County and Municipal Employees, Council 31
Chairman Hartnett moved to hear the oral argument scheduled in this case. The parties to the case then presented oral argument to the Board. After oral argument, Chairman Hartnett moved to hold this case until next month’s meeting so as to further consider and discuss the earlier presented oral argument. All the Members agreed.
VII. Public Comment
No members of the public sought to make comments.
VIII. Executive Session
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
IX. Adjournment
Chairman Hartnett called for a motion to adjourn. Member Samolis moved to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
