Analysis: Chicago Public School students fail annual tests, still graduate

Despite dismal student performance on annual exams covering math and reading, Chicago Public School graduation rates remain high, according to a Chicago City Wire analysis of 2016 data from the Illinois State Board of Education.

Chicago Mayor Rahm Emanuel boasted about the district's graduation rates and test scores in September, according to the Chicago Sun-Times.

“These are statistics, I would hope the state of Illinois would actually see the success of what’s happening in Chicago, and, rather than run it down, hold it up. Be proud of it,” Emanuel said.

But data shows a staggering difference between the rate of students deemed "ready for the next level" by state standards and those graduating high school.

The end-of-year tests known as the Partnership for Assessment of Readiness for College and Careers, or PARCC, are administered to third- through eighth-graders in Illinois, testing them based on Common Core standards. High-schoolers also took the tests through 2016. 

A composite score combines the results of the subject tests. Students who passed either met or exceeded expectations.

Schools' graduation fraud index shows the difference between the composite passing rate and the graduation rate.
