Illinois Labor Relations Board State Panel met November 14. 

Here is the minutes as provided by the board:

I. Opening of Meeting 11:07 a.m.— by video conference at 160 N. LaSalle Street, S-400, Chicago, IL and                    Conference Room 5A, 801 S. 7th Street, Springfield, IL


II. Present

John Hartnett, Chairman; Keith Snyder, Member of the Board; Kimberly Stevens, Executive Director; and staff members participated via video conference from the Board’s Springfield office. Michael Coli, Member of the Board; John Samolis, Member of the Board; Kathryn Zeledon Nelson, Member of the Board; Helen Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members participated via video conference from the Chicago location.

III. Approval of Minutes of Regular Meeting Held October 17, 2017

Chairman Hartnett called for approval of the minutes of the October 17, 2017 meeting. Member Coli moved to approve the minutes. Member Samolis seconded. The Board passed the motion unanimously, by a voice vote.

IV. Board Actions

     1. Review of Proposed Written Decisions and Orders

          1. Case No. S-RC-15-076

              American Federation of State, County and Municipal Employees, Council 31/County of Will

General Counsel Kim called the case. Member Coli made a motion to approve the proposed written decision. Member Nelson seconded the motion, and the Board passed it unanimously, by a voice vote.

     2. Review of Administrative Law Judge Recommended Decisions and Orders

          1 Case No. S-UC-16-029

              American Federation of State, County and Municipal Employees, Council 31/City of Rolling Meadows

General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Samolis moved to accept the Administrative Law Judge’s Recommended Decision and Order. Member Snyder seconded the motion, and the Board passed it unanimously, by a voice vote.

          2. Case No. S-CB-16-029

              State of Illinois, Department of Central Management Services/Illinois Nurses Association

General Counsel Kim recused herself and Executive Director Stevens, as Acting General Counsel, called and presented the issues of the case to the Board. After lengthy discussion, Member Nelson moved to accept the Administrative Law Judge’s Recommended Decision and Order with modifications. Member Coli seconded the motion. The motion passed with four ayes and one nay; Member Snyder dissented.

          3. Case No. S-CA-16-015 and S-CB-16-011

              Hazel Crest Professional Firefighters, Local 4087, IAFF, AFL-CIO-CLC/Village of Hazel Crest

General Counsel Kim called the case, and noted that no party filed exceptions to Administrative Law Judge HamburgGal’s Recommended Decision and Order. The Board declined to review the decision on its own motion.

          4. Case No. S-CA-16-104

               Streator Firefighters, International Association of Fire Fighters, Local 56/Village of Streator

General Counsel Kim called the case, and noted that no party filed exceptions to Administrative Law Judge Sanceda’s Recommended Decision and Order. The Board declined to review the decision on its own motion.

          5. Case No. S-UC-16-032, 033, 034

               American Federation of State, County and Municipal Employees, Council 31/State of Illinois,

               Department of Central Management Services

General Counsel Kim stated that AFSCME filed a Motion for a Stay of the Illinois Labor Relations Board’s October 17, 2017 Order. After discussion, Member Coli moved to deny the Motion. Member Samolis seconded the motion, and the Board passed it unanimously, by a voice vote.

V. Executive Session

After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.

VI. Public Comment

No members of the public sought to make comments.

VII. Adjournment

Chairman Hartnett called for a motion to adjourn. Member Nelson moved to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
