Illinois Labor Relations Board Local Panel met November 14.

I. Opening of Meeting 10:00 a.m.—160 North LaSalle Street, S-401, Chicago, IL
II. Present
Robert M. Gierut, Chairman of the Local Panel; Charles E. Anderson, Member of the Local Panel; Angela C. Thomas, Member of the Local Panel; Helen J. Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members. Kimberly Stevens, Executive Director participated by phone.
III. Approval of Minutes of Regular Meeting Held October 17, 2017
Chairman Gierut called for approval of the minutes of the October 17, 2017 meeting. Member Anderson moved to approve the minutes. Member Thomas seconded. The Board passed the motion unanimously, by a voice vote.
IV. Review of Proposed Written Decisions and Orders
1. Case No. L-UC-16-009
American Federation of State, County and Municipal Employees, Council 31/City of Chicago
General Counsel Kim called the case. Member Thomas made a motion to approve the proposed written decision. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.
V. Board Actions
1. Case No. L-CA-15-047
Teamsters Local 700/County of Cook and Sheriff of Cook County
General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Anderson moved to accept the Administrative Law Judge’s Recommended Decision and Order with modifications. Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. L-CB-18-001
Paul T. Foertsch/Chicago Fire Fighters Union, IAFF, Local 2
General Counsel Kim recused herself and asked Associate General Counsel Hamburg-Gal to call and present the issues of the case to the Board. After discussion, Member Thomas moved to accept the Executive Director dismissal. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.
VI. Executive Session
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VII. Public Comment
No members of the public were present.
VIII. Adjournment
Chairman Gierut called for a motion to adjourn. Member Anderson made a motion to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
