Illinois Labor Relations Board Local Panel met December 12. 

Here is the minutes as provided by the board:

I. Opening of Meeting 10:00 a.m.—160 North LaSalle Street, S-401, Chicago, IL

II. Present

Robert M. Gierut, Chairman of the Local Panel; Charles E. Anderson, Member of the Local Panel; Angela C. Thomas, Member of the Local Panel; Helen J. Kim, General Counsel; Kimberly Stevens, Executive Director; Anna Hamburg-Gal, Associate General Counsel; and staff members.

III. Approval of Minutes of Regular Meeting Held November 14, 2017

Chairman Gierut called for approval of the minutes of the November 14, 2017 meeting. Member Anderson moved to approve the minutes. Member Thomas seconded. The Board passed the motion unanimously, by a voice vote.

IV. Review of Proposed Written Decisions and Orders

     1. Case No. L-CA-15-047

         Teamsters Local 700/County of Cook and Sheriff of Cook County

General Counsel Kim called the case. Member Thomas made a motion to approve the proposed written decision. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.

     2. Case No. L-CB-18-001

         Paul T. Foertsch/Chicago Fire Fighters Union, IAFF, Local 2

General Counsel Kim called the case. Member Thomas made a motion to approve the proposed written decision. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.

V. Board Actions

      1. Case No. L-CA-16-015

          International Brotherhood of Teamsters Local 700/Forest Preserve District of Cook County

General Counsel Kim called the case, and noted that no party filed exceptions to Administrative Law Judge Sanceda’s Recommended Decision and Order and asked whether the Board wished to review the decision on its own motion. The Board declined to do so.

     2. Case No. L-CB-18-003

         Halas Wilbourn/Amalgamated Transit Union, Local 308

General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Thomas moved to accept the Executive Director dismissal. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.

VI. Executive Session

After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.

VII. Public Comment

No members of the public were present.

VIII. Adjournment

Chairman Gierut called for a motion to adjourn. Member Anderson made a motion to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
