The Meeting of the Administrative Operations Committee of the Public Building Commission of Chicago was held in the 2nd floor Board Room at the Richard J. Daley Center on February 1, 2018 at 1:00 pm.

The reading of the minutes of the January 4, 2018 Administrative Operations Committee meeting, which was previously distributed, was dispensed with. Upon motion duly made and seconded the minutes were unanimously adopted.

Pursuant to Section 2.06(g) of the Open Meetings Act, a public comment period was held. No comments or statements were presented by any persons.

The Executive Director provided a report on bid openings for the Williams Park Fieldhouse Project and the Columbia Explorers Academy Modular Project.

The AO Committee accepted the report from the Executive Director.

The Chief of Staff reported on the following task order awards for Specialty Consultant services.

Task order awards for Material Testing services as follows;

 Flood Testing Laboratories, a Women Business Enterprise firm, in the sum of $14,500 for the Lincoln

     Park High School Renovation Project.

 Terracon Consultants Inc. in the sum of $50,830 for the Read Dunning School Project.

 SEECO Consultants in the sum of $158,814 for the Skinner West Elementary School Annex Project.

A task order award for Architect of Record services to Studio ARQ, LLC, a Minority Business Enterprise firm, in the sum of $18,750 for the Ebinger Elementary School Annex Project.

The Partial Guaranteed Maximum Price (GMP) in the sum of $26,629,916.47 for Design Build Services for Old Veteran Construction Inc., A Minority Business Enterprise firm, for the Richard J. Daley College Engineering and Advanced Manufacturing Center Project.

A recommendation to adopt the City of Chicago’s agreement with Catalyst Consulting Group, a Minority Business Enterprise firm, to provide Information Technology and related services to the PBC. A recommendation to approve amendments to term agreements with FH Paschen, SN Nielsen & Associates, McDonagh Demolition Inc. and Leopardo Companies Inc. for Program-wide Job Order Contracting (JOC) services for facility renovation and site work development. The amendments are for time only and extend the term of the Agreements through December 31, 2019.

A recommendation to approve an amendment to the Architect of Record agreement with Architrave, a Minority Business Enterprise firm, in the sum of $9,500. The amendment represents additional design and engineering services required for the reconstruction of the southwest asphalt lot and removal of abandoned playground foundations at the Jamieson Elementary School Annex Project.

The Chief Development Officer reported that the following field orders were issued.

The Chief Development Officer also provided a recommendation to approve a close-out change order for the Richardson Middle School Project. The change order is a credit in the sum of ($233,716.86) for Liquidated Damages. He reported that the contractor shortfalls were for female journeyworkers (6%) and female laborers (2%). The contractor exceeded the goals for minority journeyworkers, laborers and female and minority apprentices. The contractor had an 8% shortfall on the city residency requirement and exceeded the community hiring requirement.

Commissioner Randall inquired if the goals are realistic and if there is more the PBC can do. PBC’s Chief of Staff responded that the contractor’s goals are voluntary. Many contractors choose to maximize their goals at the time of bid and the contractors are aware of the potential for liquidated damages if they fall short of the goal.

Chairman Maldonado and PBC staff also discussed the shortage of female workers in certain trades and the assistance that the unions can provide.

The AO Committee accepted the reports from the Chief Development Officer.
