A. Board action pursuant to 10 ILCS 5/10-8 and Section 500.11 of the Board’s General Rules on Administration to determine whether the following petitions for advisory questions of public policy are in apparent conformity with mandatory provisions of the Illinois Election Code:

Petitions requesting that the following questions of public policy be submitted at the February 26, 2019 general municipal election:

1. to voters of various precincts of the 28th, 29th and 37th Wards: "Shall there be established, to serve the territory commonly described on this ballot or notice of this question a Greater Austin Mental Health Services Program, to provide direct free mental health services for any resident of the territory who needs assistance in overcoming or coping with mental or emotional disorders, where such program will be funded through an increase of not more than 0.25% of the equalized assessed valuation of all properties within the boundaries of the territory?” and "Under the Property Tax Extension Limitation Law, may an aggregate extension not to exceed $1,125,000 be made for the Greater Austin Mental Health Services Program for the 2019 levy year?";

2. to voters of various precincts of the 28th, 29th and 37th Wards: "Shall there be established, to serve the territory commonly described on this ballot or notice of this question a Greater Austin Mental Health Services Program, to provide direct free mental health services for any resident of the territory who needs assistance in overcoming or coping with mental or emotional disorders, where such program will be funded through an increase of not more than 0.25% of the equalized assessed valuation of all properties within the boundaries of the territory?” and "Under the Property Tax Extension Limitation Law, may an aggregate extension not to exceed $1,125,000 be made for the Greater Austin Mental Health Services Program for the 2019 levy year?";

3. to the Voters of 30th Precinct of the 16th Ward. "In the event that the recreational use and sale of marijuana is legalized in the State of Illinois, should the City of Chicago appropriate tax or other revenues it receives from the sales of marijuana to fund neighborhood reinvestment in low-income, disenfranchised communities hit hard by the war on drugs?";

4. to the Voters of the 19th Ward, "Shall the triennial assessments by the Cook County Assessor on owner-occupied residential properties (valued under $1 million) be strictly limited to no more than a 10% increase except for new construction and new sales?";

5. to the Voters of 1st Precinct of the 20th Ward, "Shall our alderman support a Community Benefits Agreement (CBA) Ordinance to prevent the displacement of residents from the area surrounding the Obama Center by having: 1) 30% set-aside of affordable housing; 2) Property tax freeze; 3) Funding for local jobs and affordable housing.";

6. to the Voters of 22nd Precinct of the 20th Ward, "Shall our alderman support a Community Benefits Agreement (CBA) Ordinance to prevent the displacement of residents from the area surrounding the Obama Center by having: 1) 30% set-aside of affordable housing; 2) Property tax freeze; 3) Funding for local jobs and affordable housing.";

7. to the Voters of 23rd Precinct of the 20th Ward, "Shall our alderman support a Community Benefits Agreement (CBA) Ordinance to prevent the displacement of residents from the area surrounding the Obama Center by having: 1) 30% set-aside of affordable housing; 2) Property tax freeze; 3) Funding for local jobs and affordable housing.";

8. to the Voters of 17th Precinct of the 24th Ward, "In the event that the recreational use and sale of marijuana is legalized in the State of Illinois, should the City of Chicago appropriate tax or other revenues it receives from the sales of marijuana to fund neighborhood reinvestment in low-income, disenfranchised communities hit hard by the war on drugs?";

9. to the Voters of 38th Precinct of the 48th Ward, "Shall the triennial assessments by the Cook County Assessor on owner-occupied residential properties (valued under $1 million) be strictly limited to no more than a 10% increase except for new construction and new sales?"

10. to the Voters of - unspecified territory, "Pursuant to the REAL ID Act of 2005 in light of H.R. 5404: to define the dollar as a fixed weight of gold, shall Doctors in Chicago treat Homelessness as a Medical Condition and thereby be allowed to prescribe proper Housing as a Remedy, initially subsidized through Medicare/Medicaid and subsequently paid for via patients' Treasury Direct Accounts credited onto their REAL ID-compliant Chicago Municipal Debit Card issued as Universal Basic Income to infinity, as rendered by Andrew C. M. Nelson?";

11. to the Voters of - unspecified territory, "Shall the triennial assessments by the Cook County Assessor on owner-occupied residential properties (valued under $1 million) be strictly limited to no more than a 10% increase except for new construction and new sales?";

12. to the Voters of - unspecified territory, "Shall the triennial assessments by the Cook County Assessor on owner-occupied residential properties (valued under $1 million) be strictly limited to no more than a 10% increase except for new construction and new sales?"; and

13. to the Voters of - unspecified territory, "Shall the triennial assessments by the Cook County Assessor on owner-occupied residential properties (valued under $1 million) be strictly limited to no more than a 10% increase except for new construction and new sales?"

B. Approval of a Resolution authorizing disposal of records from the November 8, 2016, General Election in accordance with the Illinois Election Code and Local Records Act.
