I. Call to Order/Members Present
On April 15, 2020, at approximately 3:00 p.m., Chair Pantle called the virtual meeting of the Illinois Torture Inquiry and Relief Commission (TIRC or Commission) to order. A quorum was established consisting of the following: Commissioners and Alternate Commissioners: Pantle, Loeb, Baldwin, Mullenix, Futterman, Barry Miller, Steven Miller, Touhy and Thurston.
II. Technical run-through of remote meeting procedures in anticipation of April 22, 2020 virtual regular meeting
Commissioners and staff familiarized themselves with the WebEx software and virtual meeting practices. Most Commissioners had good connections and were able to join the meeting fairly easily. Some Commissioners were visible via webcams, others were present only through an audio connection. Several Commissioners dialed in when the audio portion of their computer transmission dropped off. Director Olmstead notified those whose video connections had been fairly consistent and those who had dropped out of view from time to time. He also notified those whose webcam audio connections were problematic and recommended they connect via a phone line from the start next time.
III. Public Comment
Chair Pantle asked if any members of the public were present and wished to speak. No one answered.
IV. Adjournment
Commissioner Baldwin moved to adjourn; Commissioner Touhy seconded. Commissioners approved unanimously via voice vote and adjourned.
