Joint resolution authorizing an emergency appropriation with offsetting revenue in the amount of $14,600 to implement a Redeploy Illinois Planning Grant for the Nineteenth Judicial Circuit Court.
· The Illinois Department of Human Services recently announced that the Nineteenth Judicial Circuit was awarded $14,600 in Redeploy Illinois Planning Grant funding beginning June 1, 2020.
· The grant will assist the Courts in determining effective intervention strategies for at-risk youth between the ages of 13 and18 who, despite a range of intervention systems, continue to struggle and recidivate in the juvenile justice system.
· Funds will be used to contract with a local university for an in-depth analysis of the case files of each juvenile committed to the Illinois Department of Juvenile Justice for the last three years.
· The review will identify any gaps in service and assess decision points in the juvenile justice system.
· The planning grant may assist in planning for future funding opportunities to implement new programs for youth.

CIRCUIT COURT CLERK

Joint resolution authorizing a three-year agreement with three one-year renewal options with Exela, Irving, Texas, for record digitization services in the estimated annual amount of $1,000,000.
· The Lake County Circuit Clerk and the Nineteenth Judicial Circuit Court seek the conversion of their current paper files to a digitized (pdf) format.
· The Lake County Purchasing Division received and evaluated Request for Proposals from five firms and interviews were held with the top three ranked firms.
· Following a comprehensive review of the submitted proposals and the interview presentations, Exela was identified as the most qualified and most favorable for Lake County.
· The contract provides unit pricing for scanning, converting and indexing current paper files to a digitized format by case. Converting the digitized documents into a microfilm format. Providing secure transportation of files to and from its off-site storage location.
· Funding for this contract is through the Document Storage Fund.
SHERIFF'S OFFICE

Joint resolution accepting the State Criminal Alien Assistance Program (SCAAP) grant from the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP) and authorizing an emergency appropriation in the amount of $321,543.
· In October 2018, the Sheriff’s Office applied for a Fiscal Year (FY) 2018 State Criminal Alien Assistance Program (SCAAP) Grant with the DOJ, OJP. The reporting period of July 1, 2016 and June 30, 2017.
· The Sheriff’s Office received notification on December 9, 2019, that it had been awarded $162,927 and that the Sheriff can inform the OJP where the grant funds will be spent.
· Sheriff’s Office applied for a FY 2019 SCAAP Grant with the DOJ, OJP. The reporting period of July 1, 2017 and June 30, 2018.
· The Sheriff’s Office received notification on May 12, 2020, that it had been awarded $158,616 and that the Sheriff can inform the OJP where the grant funds will be spent.
· The Sheriff’s Office will use the grant funds to offset medical and mental health services for inmates during FY 2021 in the amount of $246,543. The Sheriff’s Office will use $75,000 in grant funds to pay for Vivitrol, a medication that will be administered by the jail medical provider selected in the current Request for Proposal which the vendor will begin on December 1, 2020. Vivitrol is an extended- release injectable suspension medication to treat opioid dependence.
COURT ADMINISTRATION

Joint resolution approving a Memorandum of Understanding (MOU) between the Lake County Nineteenth Judicial Circuit Court and Gateway Foundation Inc., located at 55 E. Jackson, Suite 1500, Chicago, Illinois, 60604, to establish coordination of treatment services for Lake County Court referrals.
· Gateway Foundation Inc. provides residential substance abuse treatment for clients of the Nineteenth Judicial Circuit Court.
· Funding for treatment at Gateway, which in past years has exceeded $90,000, is largely provided by an Adult Redeploy grant through the Illinois Criminal Justice Information Authority (ICJIA). A small amount is funded by the Court.
· ICJIA requires a MOU with service providers.
· The Illinois Department of Human Services (DHS), Division of Substance Use Prevention and Recovery (SUPR) annually sets a reimbursement rate that it will pay to providers. It also requires that treatment providers charge other organizations no less than the SUPR uniform or negotiated rate for that service.
· Pursuant to Article 10-101 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods in accordance with one or more public procurement
unit in accordance with an agreement entered into between the participants.
· The Lake County Purchasing Agent has determined that the use of the SUPR rate complies with the Lake County Purchasing Ordinance.

Joint resolution authorizing an emergency appropriation with offsetting revenue in the amount of $290,801 to implement Adult Redeploy Illinois programming for the Nineteenth Judicial Circuit Court.
· The Adult Redeploy Illinois Oversight Board (Illinois Criminal Justice Information Authority) recently announced that the Nineteenth Judicial Circuit was awarded $290,801 in Adult Redeploy Illinois funding for the grant period of July 1, 2020 through June 30, 2021.
· The Court has received Adult Redeploy Illinois funding since 2008.
· The program will provide residential treatment for high risk and high need offenders who are chemically dependent, recovery coaching services, and access to recovery home services which will provide a continuum of care in the community.
· The State Fiscal Year (SFY) 2021 grant award is an increase of $8,532 over the SFY 2020 amount of $282,269.
· This resolution authorizes an emergency appropriation of $290,801 and the execution of a program agreement to accept the grant funding. The grant does not require a match.
