President Jim E. Claeyssen Called The Village Board Meeting To Order At 7:00 Pm And Led The Pledge Of Allegiance.

A roll call was taken by Village Clerk Kathy Trimble:

Jim Alsbury Present          Sally Hollembeak Present

Nancy Belt Present           Jeff O’hara Present

Jeff Fustin Present            David Schroeder Present

Also present: Attorney Jim Stevens, Sergeant Jesse Pearse, Village Treasurer Maureen Gumowski, Village Clerk Kathy Trimble.

Adoption Of The Agenda:

President Claeyssen stated that he will have an addition under the Engineers Report. Trustee Belt moved to adopt the agenda. Trustee Hollembeak seconded. All “Aye;” none opposed. Motion carried by voice vote.

Approval Of The Village Board Minutes:

Trustee Schroeder moved to approve the February 2, 2021 Village Board Meeting Minutes. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.

Public Comment: None.

Treasurer’s Report: None.

President’s Report:

1. Trustee Hollembeak moved to approve the February Heart Health Month Proclamation as presented by President Claeyssen. Trustee Fustin seconded. All “Aye;” none opposed. Motion carried by voice vote.

2. Trustee Fustin moved that the Village Board place on file the report from Mr. Michael Zurek (Principal Actuarial Consultant) from Nyhart regarding a Review of Cherry Valley Police Pension Projections presented on dated January 25, 2021. Trustee Hollembeak seconded. All “Aye;” none opposed. Motion carried by voice vote.

3. Trustee Fustin moved that the Village Board pass and approve Resolution 2021-05; Addressing the employment status of a Village Employee. Trustee O’Hara seconded. A roll call vote was taken:

Attorney’s Report: Jim Stevens:

Attorney Stevens stated that he has been working on the Solar Farm Project. The Solar Farm Developer will have a presentation at the February 17 Planning and Zoning Meeting. Trustee Fustin asked if the Village has collected the Engineering and Legal Fee Retainer. Attorney Stevens stated that we have asked for a retainer of $10,000 but have not received it yet.

Engineer’s Report: President Claeyssen Reported For Sheri Kosmos, C.E.S. President Claeyssen stated that there was a bid opening on Monday for the Cherry Valley North Street Maintenance Project. We received 4 bids and the lowest was $108,000, the project cost was estimated at $148,000/$149,000.

Jeff Fustin – Planning And Zoning Commission:

Trustee Fustin stated that there will be a meeting on Wednesday, February 17, 2021 at 6:30PM to discuss the Solar Farm Project. Everyone is welcome to attend.

David Schroeder – Recreation Board:

Trustee Schroeder stated that the Outdoor Skate Night will take place at Doty Park in Belvidere, IL from 6:15 – 8:30 PM on February 27th. This event is for the first 100 people and is sponsored by the Cherry Valley Area Men’s Club.

Ordinance Report By Trustee Nancy Belt: - No Report.

Finance Report By Trustee Jeff O’hara:

1. Village Board review of current FY2020/2021 Village Budget. Trustee O’Hara stated that Treasurer Maureen Gumowski has prepared an Analysis of Expenses over Budget as of January 2021 for our review, earmarking line items that are over budget for the trustee’s review.

2. Trustee O’Hara moved that the Village Board approve the bills reviewed and approved by the Budget Director on February 16, 2021 and reviewed and approved by the village trustees present at the February 16, 2021 Village Board Meeting at a total amount of $183,075.54. Trustee Hollembeak seconded. A roll call vote was taken:

Motion carried 6-0

Public Safety Report By Trustee: Jeff Fustin.

1. Trustee Fustin moved that the Village Board approve of Force Science Certification Training for Sergeant Jesse Pearse at a cost of $1,399.00 from line item 5195 Police. Trustee Hollembeak seconded. A roll call vote was taken:

2. Trustee Fustin moved that the Village Board authorize the leadership development training, coaching and team building for Sergeant Bryon Muraski and Administrative Assistant Carrie Parent with Outsider Consulting at a cost of $1,029.00 from line item 5195 Police. Trustee Hollembeak seconded. A roll call vote was taken:

Motion carried 6-0

Public Works Report By Trustee: Jim Alsbury.

1. Trustee Alsbury moved that the Village Board approve the CV North Streets Improvements Construction Engineering Agreement with C.E.S. INC for an amount not to exceed $8,700 from line item 5095 Capital Improvements. (This project will be funded from the FY2021/2022 Village Budget). Trustee Belt seconded. A roll call vote was taken:

Motion carried 5-1

2. Trustee Alsbury moved that the Village Board approve the Cherry Valley Village Hall Parking Lot Construction Engineering Agreement with C.E.S. INC for an amount not to exceed $12,000 from line item 5095 Capital Improvements. (This project will be funded from the FY2021/2022 Village Budget). Trustee O’Hara seconded. A roll call vote was taken:

Motion carried 5-1

3. Trustee Alsbury moved that the Village Board authorize Public Works Employees Garrett Anderson and Cathy O’Hearn to attend Class C&D Water Operations Training in Libertyville, IL on February 17 & 18, 2021, at a cost of $500.00 from line item 5195 Water and Meal Allowance not to exceed $200.00 from line item 5200 Water. President Claeyssen stated that the original dates for training were changed from the February 16 and February 17 due to a snowstorm. Trustee Hollembeak seconded. A roll call vote was taken:
