Village of Cherry Valley Board of Trustees Met Feb. 2.

President Jim E. Claeyssen Called The Village Board Meeting To Order At 7:00 Pm And Led The Pledge Of Allegiance.

A roll call was taken by Village Clerk Kathy Trimble:

Jeff Fustin Present          David Schroeder Present

Also present: Attorney Jim Stevens, Attorney Roxanne Sosnowski, Chief Roy Bethge, Village Treasurer Maureen Gumowski, Village Clerk Kathy Trimble.

Adoption Of The Agenda:

Trustee Schroeder moved to adopt the agenda. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.

Approval Of The Village Board Minutes:

Trustee Hollembeak moved to approve the January 19, 2021 Village Board Meeting Minutes. Trustee Belt seconded. All “Aye;” none opposed. Motion carried by voice vote.

Public Comment: None.

Treasurer’s Report:

Treasurer Gumowski stated that revenues in the General Fund of $317,000 were lower than expenditures of $327,000 by $10,000. Expenditures were mainly Salary & Benefits ($245,000), Legal Services ($17,000), City of Rockford RMS ($6,000) and Basic Law Enforcement Training ($6,000). Revenues of $65,000 were the same as expenditures of $65,000 in the Water Fund.

Expenditures were mainly Salary & Benefits ($38,000) and the CherryVale Mall Water Main Repair ($5,000). In the Capital Improvements Fund, revenues of $150,000 were higher than expenditures of $2,000 by $148,000. There were no notable expenditures. Trustee Fustin moved to have the January 2021 Treasurer’s Report placed on file with the minutes. Trustee O’Hara seconded All “Aye;” none opposed. Motion carried by voice vote.

President’s Report:

1. Trustee Hollembeak moved that the Village Board approve Resolution 2021-02; A Resolution for Maintenance for the Village Hall Parking Lot using Rebuild Illinois Funds and Motor Fuel Tax Funds. Trustee Schroeder seconded. A roll call vote was taken:

Attorney’s Report: Jim Stevens:

Attorney Stevens stated that he has been working on the Solar Farm Project. This will be the subject of the February 17 Planning and Zoning Meeting.

Engineer’s Report: Sheri Kosmos, C.E.S. - No Report.

Jeff Fustin – Planning And Zoning Commission:

Trustee Fustin stated that there will be a meeting on Wednesday, February 17, 2021 at 6:30PM to discuss the Solar Farm Project. Everyone is welcome to attend.

David Schroeder – Recreation Board:

Trustee Schroeder stated that the outdoor Skate Night will take place at Doty Park in Belvidere, IL from 6:15 – 8:30 PM. This event is for the first 100 kids and is sponsored by the Cherry Valley Area Men’s Club. There will not be a meeting in February.

Ordinance Report By Trustee Nancy Belt: - No Report.

Finance Report By Trustee Jeff O’hara: - No Report.

Public Safety Report By Trustee: Jeff Fustin.

1. Trustee Fustin moved that the Village Board approve Resolution 2021-03; A Resolution of the Village of Cherry Valley, Illinois authorizing the Village President to execute an Addendum to the Intergovernmental Agreement dated December 18, 2018 for the Operation and Funding of an Integrated Records Management System (RMS) and to Adopt the Northern Illinois Data Management Bylaws. Trustee Schroeder seconded. A roll call vote was taken:

2. Trustee Fustin moved that the Village Board approve the purchases of upgraded weight lifting equipment at a cost of $1,766.00 from Push-Pedal-Pull and a treadmill from Dick’s Sporting Goods at a cost of $1,999.00 from line item 5375 Capital Improvements. Trustee Belt seconded. A roll call vote was taken:

3. Trustee Fustin moved that the Village Board approve the purchase of two Stalker Moving Radar Units from Stalker Applied Concepts at a cost of $2,705.20 from line item 5375P. Trustee Hollembeak seconded. A roll call vote was taken:

4. Trustee Fustin moved that the Village Board approve the purchase of Taser supplies from Axon Enterprise, Inc. at a cost of $2,069.06 from line item 5375P.Trustee Schroeder seconded. A roll call vote was taken:

Trustee Fustin stated that Public Safety passes.

Public Works Report By Trustee: Jim Alsbury.

1. Trustee Alsbury moved that the Village Board authorize processing the invoice from Northern Contracting, Inc. for guardrail repair on Blackhawk and South Mulford Road (completed in 2020) at a cost of $13,166.88 from line item 5390 Streets. This invoice will be reimbursed to the village by the motorist’s insurance carrier. Trustee O’Hara seconded. A roll call vote was taken:

Planning And Development Report By Trustee: David Schroeder. No Report.

Personnel Report By Trustee: Sally Hollembeak.

1. Trustee Hollembeak moved that that the Village Board approve Resolution 2021-04; a Resolution of the Village of Cherry Valley, Illinois Adopting a Voluntary Extension of Emergency Paid Sick Leave Policy Granting Certain Employees Additional Sick Leave in Certain Circumstances related to COVID-19. Trustee seconded. A roll call vote was taken:

2. Trustee Hollembeak moved that the Village Board approve the hiring of a Maintenance Worker 1 (to fill a vacancy within the Public Works Department), at a starting wage of $18.00 per hour pending approval of all pre-employment requirements. Trustee Schroeder seconded. A roll call vote was taken:

Executive Session:

President Claeyssen entertained a motion that the Village Board go into Executive Session for the following:

(5 ILCS 120/2)(c)(1) (Personnel Matters) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

Trustee Hollembeak moved that the Village Board go into Executive Session at 7:14 PM. Trustee Belt seconded. A roll call vote was taken:

Motion carried 6-0

Village Clerk Kathy Trimble, Police Chief Roy Bethge and Village Treasurer Maureen Gumowski were excused from the meeting. Attorney Jim Stevens will be taking the Executive Session Minutes.

The Village Board was in Executive Session from 7:14 PM to 8:20 PM.

President Claeyssen entertained a motion that the Village Board reconvene into Open Session:
