Chicago police leader vows to 'remain impartial' once the foot-pursuit video is released

Chicago plans to release a video capturing the events surrounding the fatal, police-involved shooting of 13-year-old Adam Toledo that occurred on March 29.

The incident was one of two police-involved shootings that happened within 48 hours of each other last month. Toledo's death has since sparked outrage and calls for changes to how police pursue criminals on foot.

“It’s a reality in policing that depending on how it’s [a foot pursuit] handled, can at times imperil officers, suspects or bystanders," The Chicago Tribune Editorial Board wrote. "That’s why having a pursuit policy on the books should be non-negotiable."

Chicago Police Superintendent David Brown, who has seen the video, vowed to “remain impartial and withhold any statement of opinion until presented with the evidence that COPA has gathered," at an April 4 news conference.

Brown faced backlash for introducing a different foot pursuit policy after the shooting of an unarmed man in Dallas following a foot chase in 2012, Brown's policy was subjected to several changes  amid heavy criticism before being reimplemented as training

According to the Chicago Contrarian, foot pursuits are an inappropriate subject for policy reforms, stating that "policy tells officers how to  do their job; training ensures police do it well in dynamic situations"

The video was released on April 15. A key part of the video shows Toledo with his hands raised when he is shot.
