City of Wheaton City Council Met Aug. 2.

1. Call to Order and Roll Call
The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Philip J. Suess. Upon roll call, the following were:

2. Presentation
Mayor Suess read and presented a proclamation to Mr. Alan Bolds, President of Wheaton Drama, and other members of the Wheaton Drama Board, celebrating Wheaton Drama’s 90th anniversary. Mr. Bolds thanked the Mayor and Council for the proclamation. He stated the 2021-22 schedule can be found at wheatondrama.org.
3. Citizens to be Heard
Ms. Jody Knipper, 808 E. Illinois Street, stated that while walking her dog, her dog was injured at a new construction site in her neighborhood. She also stated her property was damaged by equipment used during the construction. Ms. Knipper spoke about her concern that property owners know their rights if their private property is damaged during construction in their area.
4. Consent Agenda
City Manager Dzugan announced that the City received an amended raffle application from the Wheaton Lions Charities which revised the date and location of the raffle.
Councilwoman Robbins moved and Councilman Barbier seconded that the following action be taken on the Consent Agenda items:
1. Approve the minutes of the July 19, 2021 regular Wheaton City Council meeting as submitted.
2. Approve Bond Waiver and Authorize Issuance of Raffle License to Wheaton Lions Charities. Roll Call Vote on Consent Agenda:

5. Approve Appointments to City Commissions
Mayor Suess moved and Councilman Brown seconded that George Schmidt be appointed to the Bicycle Advisory Commission for a term ending May 17, 2024, filling the remaining term of a former Commission member, and Joseph Szczepaniak be appointed to the Historic Commission for a three-year term.

6. Approve Outdoor Special Event Liquor License/Downtown Wheaton Association/Summer Wine Walk
Councilman Barbier moved and Councilman Weller seconded that an Outdoor Special Event Liquor License for the Downtown Wheaton Association’s Summer Wine Walk be approved.
City Manager Dzugan stated the Liquor Control Commission recommended approval of this license for the DWA’s Summer Wine Walk which will be held on August 14.

7. Pass Ordinance No. O-2021-39, An Ordinance Amending the Wheaton Liquor Control Ordinance, Chapter 6, Article III of the City Code – Increase in Class A (Restaurants) Liquor License – Wheaton II Egg Harbor LLC d/b/a Egg Harbor, 208 S. Hale Street
Councilwoman Robbins moved and Councilwoman Fitch seconded that Ordinance No. O-2021-39, An Ordinance Amending the Wheaton Liquor Control Ordinance, Chapter 6, Article III of the City Code – Increase in Class A (Restaurants) Liquor License – Wheaton II Egg Harbor LLC d/b/a Egg Harbor, 208 S. Hale Street, be passed.
City Manager Dzugan advised the Liquor Control Commission unanimously recommended approval of a Class A liquor license to Egg Harbor.
Councilman Brown stated a precedent has been set allowing another breakfast restaurant to have a liquor license.

8. Council Comment
Councilman Weller expressed his appreciation to the Danada West subdivision for honoring their letter carrier, Larry Emma, who retired after 41 ½ years of delivering mail to their neighborhood. He said he’s often asked what makes Wheaton such a great place to live and he responds Wheaton residents do, as evidenced by the more than 100 people who came out to celebrate Mr. Emma’s retirement.
Councilman Brown stated he did a ride along with Wheaton Police Officer Cusack. He said he was a very interesting experience and encouraged other Council members to do the same.
Mayor Suess spoke about concerns over COVID. He advised the DuPage County Health Department has indicated 68% of DuPage residents are fully vaccinated, residents over 65 are 82% fully vaccinated and 99% of other residents have received at least one vaccination. As of last week, he stated the six hospitals in DuPage County have 47 patients hospitalized with COVID. Mayor Suess reinforced the importance of vaccinations and encouraged everyone to get vaccinated as the solution to this problem is to get vaccinated. He stated if anyone has concerns, they should contact the Health Department and if people are home bound, we have the resources to bring the vaccine to them.
9. Approval of Warrant
Councilwoman Fitch moved and Councilman Barbier seconded that Warrant No. 805 in the amount of $1,512,143.05 be approved.
