I. AGENDA MEETING
CALL TO ORDER
The agenda meeting of the Board of Trustees of the Village of Rosemont was called to order at 9:19 a.m.
MAYOR’S REVIEW OF REGULAR MEETING AGENDA ITEMS
Mayor Stephens briefly described and summarized each business item on the regular meeting agenda. Mayor Stephens then notified the Village Board of:
• extensive damage to the Big 10 Building because of an intoxicated man that smashed the widow and started a fire in the building;
• coordinating a meeting with the Chicago Department of Aviation to discuss the aircraft noise;
• constructing a new building for Village Hall;
• and various employment issues.

There being no further items to discuss, the agenda meeting was adjourned at 9:36 a.m.
II. REGULAR BOARD MEETING AT 9:30 A.M.
CALL TO ORDER
The regular meeting of the Board of Trustees of the Village of Rosemont was called to order at 9:37a.m.

In attendance: Mayor Stephens, Trustees Price, Minale, Dorgan, Fazio, Pappas, DiMatteo QUORUM PRESENT
Others in attendance: Village Attorneys Donahue, Ryan and Clerk Drehobl
APPROVAL OF MINUTES
1. A motion was made by Trustee Dorgan, seconded by Trustee Fazio to approve the regular and agenda meeting minutes of September 13, 2021. A vote on the motion was unanimous. Motion carried.
FINANCE COMMITTEE
1. A motion was made by Trustee Dorgan seconded by Trustee Price to approve and ratify the paid bills.

ORDINANCE NO. 2021-10-11 / AMENDING SECTION 3 OF VILLAGE ORDINANCE NO. 95-2-1 / PROPERTY GRANTS TO THE OWNERS OF OWNER-OCCUPIED RESIDENTIAL PROPERTY
2. A Motion was made by Trustee Dorgan, seconded by Trustee Minale to adopt Ordinance No. 2021-10-11, an Ordinance amending Section 3 of Village of Rosemont Ordinance No. 95-2-1 “An Ordinance providing grants to the owners of owner-occupied residential property located within the Village of Rosemont.

RESOLUTION NO. R2021-10-11 / APPROVING A LICENSE AND SIGNAGE AGREEMENT BETWEEN THE VILLAGE OF ROSEMONT AND EARTHMED LLC.
3. A Motion was made by Trustee Dorgan, seconded by Trustee DiMatteo to adopt Resolution No. R2021-10-11, a Resolution approving a license and signage agreement between the Village of Rosemont and Earthmed LLC. for the Allstate Arena.

AGREEMENT BETWEEN VILLAGE OF ROSEMONT AND PYROTECNICO FIREWORKS, INC. / FIREWORK DISPLAYS
4. A Motion was made by Trustee Dorgan, seconded by Trustee DiMatteo to approve an agreement between the Village of Rosemont and Pyrotecnico Fireworks, Inc. for 17 fireworks in 2022 at a cost of $300,500.00; a 4th of July 2023 holiday display for $23,050.00; a December 31, 2023 display for $13,200.00 and pricing for a to be determined number of additional 2023 displays for $18,750.00 per display.

RESOLUTION NO. R2021-10-11A / LOCAL PUBLIC AGENCY AGREEMENT FOR FEDERAL PARTICIPATION WITH THE ILLINOIS DEPARTMENT OF TRANSPORTATION FOR THE DES PLAINES RIVER TRAIL
5. A Motion was made by Trustee Dorgan, seconded by Trustee Price to adopt Resolution No. R2021-10-11A, a Resolution authorizing (1) a Local Public Agency Agreement for Federal Participation with the Illinois Department of Transportation for the Des Plaines River Trail from Devon Avenue to Bryn Mawr Avenue; and (2) a Local Public Agency Engineering Services Agreement.

ORDINANCE NO. 2021-10-11A / AMENDING SECTION 33 OF PUBLIC SAFETY OFFICERS PENSION FUND ORDINANCE
1. A Motion was made by Trustee Price, seconded by Trustee Minale to adopt Ordinance No. 2021-10-11A, an Ordinance amending Section 33 of the Public Safety Officers Pension Fund Ordinance of the Village of Rosemont.

RESOLUTION NO. R2021-10-11B / AMENDMENT BETWEEN THE VILLAGE OF ROSEMONT AND FGM ARCHITECTS, INC. / NEW PUBLIC SAFETY FACILITY
2. A Motion was made by Trustee Price, seconded by Trustee Pappas to adopt Resolution No. R2021-10-11B, a Resolution approving an amendment between the Village of Rosemont and FGM Architects, Inc. for architectural services related to the new Public Safety Facility.

3. A Motion was made by Trustee Price, seconded by Trustee Minale to adopt Ordinance No. 2021-10-11B, an Ordinance amending Section 6-1-11 of the Rosemont Village Code addressing auxiliary officers.
