Committee action amending the Final Plat relating to Lot 11 in the Dering Woods Subdivision - District 1.

∙ The subject property is located in the Dering Woods Subdivision, which was platted in 1993 and contains 25 lots. The owners of Lot 11 are proposing an amendment to the subdivision plat to exchange deed-restricted open space within the property to allow for a more functional, buildable lot.

∙ All required agencies have reviewed the amendment and have no objections to the proposed plat amendment.

∙ Staff has reviewed the amendment and recommends approval as the proposed exchange will result in no decease of open space area. Additionally, the exchange will result in a net increase in protected natural resources and the new area to be dedicated as open space will remain contiguous with other open space areas.

Joint committee action authorizing Contract Modification Number Two for Agreement #20022 with Donohue and Associates, Inc., Chicago, Illinois, to provide final design, bidding and construction engineering services for the Supervisory Control and Data Acquisition (SCADA) Phase III project.

∙ Engineering Service for the SCADA Phase III project is under contract with Donohue and Associates, Inc., Chicago, Illinois, in the amount of $69,680 under Professional Services Agreement #20022 effective July 14, 2020. Under its initial terms, Agreement #20022 anticipated engineering services for the project to be provided in three parts, with the agreement authorizing the initial preliminary engineering stage.

∙ Contractor Modification Number One, in the amount of $82,595, was approved on October 13, 2020 to provide the second stage of engineering services for the project including some final design engineering.

∙ Contract Modification Number Two is required to provide the third and final stage of engineering for the project covering additional final design, bidding and

construction services engineering for the SCADA Phase III project.

∙ Contract Modification Number Two increases the amount of the Engineering Services contract by $176,600, from $152,275 to $328,875.

∙ In accordance with Section 33.082 of the Lake County Purchasing Ordinance it is hereby requested that the Purchasing Agent be authorized to enter into Contract Modification Number Two.

Joint committee action approving Change Order One for the Vernon Hills West Pump Station Force Main Analysis with Construction Product Marketing of Phoenix, Arizona, resulting in a net cost reduction of $51,240 from $241,600 to $190,360.

∙ On July 13, 2021, a contract was issued to Construction Product Marketing to perform a condition analysis of the two existing force mains running from the Vernon Hills West Pump Station to the Vernon Hills Sewage Treatment Plant.

∙ The preliminary investigation conducted in the first phase of the work indicated that some items could be eliminated from the second phase thus reducing the remaining contract scope of work.

∙ Change Order One accounts for some minor additional work at the contracted unit prices, including the deletion of some of the scope of work at the contracted unit prices, resulting in a decreased cost of $51,240 for the project.

∙ In accordance with Section 33.082 of the Lake County Purchasing Ordinance, when the total of change orders, contract modifications, or price adjustments on any contract approved by resolution by the County Board exceeds 10 percent of the original contract amount, approval of the standing committee in charge of the contracting department or agency and the Financial and Administrative Committee is required.

∙ This committee action authorizes and directs the Purchasing Agent to execute a contract change order with Construction Product Marketing, reducing the original contract value by $51,240 from $241,600 to $190,360.

Joint resolution authorizing an agreement for professional engineering services with Infrastructure Management Services (IMS), Tempe, Arizona, at a maximum cost of $90,000, for the annual pavement testing services, and associated components, and appropriating $110,000 of Matching Tax funds.

∙ The pavement data in the County’s Automated Repair Guidance System (ARGUS) is updated on a yearly basis, utilizing information collected from dynamic load testing and laser testing procedures.

∙ Approximately 25 percent of the County’s highway system is retested each year.

∙ Information from the pavement management system is used to generate recommended resurfacing projects for the next five years.

∙ Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. Seq, and the selected firm has a satisfactory past relationship with the Lake County Division of Transportation.

∙ This project is included in the Transportation Improvement Program, and designated as Section 22-00219-00-ES.

Joint resolution adopting the 2022-2027 Proposed Transportation Improvement Program.

∙ Illinois Road and Bridge Laws (605 ILCS 5/5-301) require County Engineers of the State of Illinois to annually prepare an updated five-year Transportation Improvement Program (TIP).

∙ The five-year TIP is a planning document that serves, in part, as the scheduling component of the Lake County 2040 Transportation Plan and is intended as a guide for future improvement and maintenance.

∙ The County Engineer and Division of Transportation’s staff have prepared the 2022 -2027 Proposed Transportation Improvement Program and the County Engineer presented the program to the Public Works, Planning and Transportation Committee on June 8, 2022.

∙ The 2022-2027 Proposed TIP aligns with the County Board Strategic Plan adopted in July 2019, including the Strategic Goal: Improve Infrastructure.

Joint resolution authorizing an agreement with the State of Illinois, by and through the Illinois Department of Transportation (IDOT), for improvements at the intersection of Winchester Road and Illinois Route 83.

∙ The intersection of Winchester Road at Illinois Route 83 needs to be improved with the installation of a traffic signal and turn lanes.

∙ The Illinois Department of Transportation has agreed to contribute 50 percent of the cost for the project, up to $1,550,000.

∙ This project is included in the Transportation Improvement Program with target construction in 2023, and designated as Section 16-00170-13-CH.

Joint resolution authorizing execution of a contract with ExeVision, Inc., South Jordan, Utah, for Construction and Materials Management Software as a Service for the Lake County Division of Transportation and appropriating $200,000 of ¼% Sales Tax for Transportation funds for year one and year two contract costs and the purchase of supporting equipment.

∙ Lake County is seeking a Construction and Materials Management Software to replace an Illinois Department of Transportation (IDOT) provided software that has been phased out.

∙ In accordance with Chapter 33.115 of the County’s Purchasing Ordinance, a cooperative purchasing contract with ExeVision has been identified though McHenry County RFP 20-53 to procure needed goods, services, construction, or professional services that were competitively solicited and awarded.

∙ This contract award includes the software as a service fee that is based on the value of locally let projects input into the system during a fiscal year, a one-time initialization setup fee, subscription fees for the eFieldbook application, and training. The contract can be extended annually for up to five years.

∙ The appropriation also covers the purchase of equipment, including field tablets, that will be used to operate the software.

∙ This project is included in the Transportation Improvement Program, and designated as Section 22-00000-22-AM.

Joint committee action item approving Change Order Number Two consisting of an increase of $8,095.86, for the additional repairs of traffic control signals, streetlights, other field equipment, and field elements of Lake County PASSAGE, 2021 Patrol I, Traffic Signal Maintenance and Electrical contract.

∙ Change Orders need to be approved by the standing committees for cumulative net increases over 10 percent.

∙ Traffic signal maintenance is currently under contract with Meade Electric Company, Inc., Willowbrook, Illinois, in the amount of $926,165.14.

∙ This Lake County Board, at its meeting of September 14, 2021, approved $1,187,000, of Motor Fuel Tax funds for the 2021 Patrol I, Traffic Signal Maintenance and Electrical Service Appropriation, and designated as Section 21- 00000-01-GM.

∙ Change Order Number One in the amount of $91,900 and Change Order Number Two in the amount of $8,095.86 were both needed to repair unexpected traffic signal equipment damage due to vehicle collisions.

∙ The sum of all contract change orders to date is $99,995.86, which represents a 10.8 percent increase over the original awarded contract amount.

Joint resolution authorizing an agreement with Baxter & Woodman, Inc., Crystal Lake, Illinois, to provide professional engineering services for resurfacing and non-motorized improvements on Rollins Road, from Fairfield Road to Hainesville Road, and for non-motorized improvements on Washington Street, from Chesapeake Boulevard to west of Atkinson Road, at a maximum cost of $1,883,464 and appropriating $2,260,000 of Motor Fuel Tax funds.

∙ Baxter & Woodman, Inc., Crystal Lake, Illinois, will be utilized to complete the combined Phase I and Phase II engineering services for resurfacing and non-motorized improvements on Rollins Road, from Fairfield Road to Hainesville Road, and for non-motorized improvements on Washington Street, from Chesapeake Boulevard to west of Atkinson Road.

∙ Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.

∙ The Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.

∙ LCDOT received and evaluated Statements of Interest and Qualifications from 13 professional engineering firms.

∙ This project is included in the Transportation Improvement Program, and designated as Section 21-00999-82-RS.

Joint resolution authorizing a contract with Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $2,051,670.73 for the resurfacing of Big Hollow Road, from the McHenry County line to US Route 12, which will be improved under the Illinois Highway Code for a total of 1.56 miles and appropriating $2,465,000 of Motor

Fuel Tax funds.

∙ There was a public call for bids, and a total of two bids were received, ranging from $2,051,670.73 to $2,573.723.83, and the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $2,051,670.73.

∙ The improvement will also include spot curb and gutter replacement, HMA shoulder sealing, isolated drainage structure and storm sewer replacement, pedestrian signal improvements, ADA improvements, and other related items.

∙ This project is included in the Transportation Improvement Program with construction targeted for 2022, and designated as Section 20-00229-02-RS.

Discussion of advertisements on Pace Bus shelters installed in Lake County highway right-of-way.

∙ The Lake County Highway Access and Use Ordinance provides for the installation of regulatory signage along County highways and prohibits the installation of all other signage types within the County right-of-way.

∙ Staff is seeking feedback from Committee Members on the potential to allow advertisement signage on Pace Bus shelters within County right-of-way.
