City of Wheaton City Council met Aug. 15.

Here are the minutes provided by the council:

1. Call to Order and Roll Call The regular Wheaton City Council Meeting was called to order at 7:02 p.m. by Mayor Philip J. Suess. Upon roll call, the following were:

2. Citizens to be Heard Mr. Mike Swierk, 1425 Wendover Lane, addressed the city council regarding a letter dated August 5, 2022 addressed to himself and Mr. Anetsberger from the City of Wheaton Engineering Department. Mr. Swierk spoke in refutation to the letter concerning his property.

Mr. Doug Gilmour, 413 Westwood Drive, expressed dismay pertaining to sidewalks and City of Wheaton employees. Mr. Gilmour read the Gettysburg Address to the councilmembers which he expressed should cast a vision of what government should be about.

Ms. Brynda Bedrossian-Streff, 412 Birch Drive, expressed safety concerns regarding proposed sidewalks on Birch and Westwood Drive.

Mr. Jim Covert, 2108 Driving Park Road, thanked the City Council for a change at Driving Park Road and North Washington. Mr. Covert requested improved resident communication in the future when implementing community changes.

3. Consent Agenda Councilman Barbier moved and Councilwoman Robbins seconded that the following action be taken on the Consent Agenda items:

Approve the minutes of the Wheaton City Council Regular Meeting – August 1, 2022, as submitted.

4. City Council moved to postpone An Ordinance Amending the Official Motor Vehicle and Traffic Schedules (Chapter 70) for the City of Wheaton to a date certain of September 6, 2022 Assistant City Manager Duguay stated staff requested additional time to review specific definitions and information related to commercial vehicles.

Councilwoman Robbins moved and Councilwoman Bray-Parker seconded a motion to move An Ordinance Amending the Official Motor Vehicle and Traffic Schedules (Chapter 70) for the City of Wheaton to a date certain of September 6, 2022.

5. Pass Ordinance 0-2022-34, An Ordinance Amending the Code of Ordinances of the City of Wheaton Chapter 2 (Administration), Article V (Boards, Commissions and Committees) Assistant City Manager Duguay highlighted a couple changes from the first reading on August 1, 2022 related to Division 9, Section 2-314 and Division 10, Section 2-320, both of which make clarifications which pertain to state statute.

Councilman Brown moved and Councilman Barbier seconded that Ordinance 0-2022-34, An Ordinance Amending the Code of Ordinances of the City of Wheaton Chapter 2 (Administration), Article V (Boards, Commissions and Committees), be passed.

6. Approve Appointments to City Boards and Commissions Mayor Suess moved and Councilwoman Fitch seconded that Susan Bachraty be appointed to the Environmental Improvement Commission, Scott Chedister be appointed to the Community Relations Commission, and Louise Ferrebee and Stephen Bach be appointed to the Historic Commission, all for three year terms.

7. Adopt Resolution R-2022-64, A Resolution Authorizing the Execution of Agreement No. 319 with Visu Sewer of Illinois, LLC. for the 2022 Sewer Main Rehabilitation Project for a Total Amount Not to Exceed $150,840 Assistant City Manager Duguay stated the emergency sanitary work, although unexpected, has sufficient funds in the Sanitary Sewer fund cover the additional cost. He detailed the storm sewer work is over budget, however, the overage is offset by large diameter cleaning brought inhouse by staff.

Councilman Weller moved and Councilman Brown seconded that Resolution R-2022-64, A Resolution Authorizing the Execution of Agreement No. 319 with Visu-Sewer of Illinois, LLC. for the 2022 Sewer Main Rehabilitation Project for a Total Amount Not to Exceed $150,840, be adopted.

8. Adopt Resolution R-2022-65, A Resolution Authorizing the Execution of Agreement No. 318 with V3 Companies, LTD. for Professional Engineering Services for New Sidewalks for a Total Amount Not to Exceed $68,742 Assistant City Manager Duguay stated a Qualification-Based Selection process provided five responses for engineering services to perform survey and design for sidewalks along Roosevelt Road. He confirmed a grant will in part cover the actual work, however the grant does not reimburse for engineering services.

Councilman Barbier moved and Councilwoman Robbins seconded that Resolution R-2022-65, A Resolution Authorizing the Execution of Agreement No. 318 with V3 Companies, LTD. for Professional Engineering Services for New Sidewalks for a Total Amount Not to Exceed $68,742, be adopted.

Ms. Christine Taylor, 1005 Warrenville Road, expressed frustration related to sidewalk installation on her street and encouraged the City to insure complete plans are in place prior to future project execution.

Councilman Barbier expressed enthusiasm and anticipation for the installation of sidewalks along Roosevelt Road.

9. Pass Ordinance 0-2022-35, An Ordinance Amending the Wheaton Comprehensive Plan “Roosevelt Road Corridor Plan” Assistant City Manager Duguay stated the process to include the Roosevelt Road Corridor in the Wheaton Comprehensive Plan had been ongoing for a few years. He confirmed following the adoption of the plan, a future Planning Session would be scheduled to discuss the implementation strategies with City Council.

Councilman Brown moved and Councilwoman Bray-Parker seconded that Ordinance 0-2022-35, An Ordinance Amending the Wheaton Comprehensive Plan “Roosevelt Road Corridor Plan”, be passed.

10. Pass Ordinance 0-2022-36, An Ordinance Granting a Front Yard Setback Variation on a Certain Piece of Property Commonly known as 1005 Warrenville Road - Taylor Assistant City Manager Duguay stated the Planning and Zoning Board unanimously recommended approval of a raised patio stoop with a front yard set-back of 66.4 feet versus the required 77.6 feet.

Councilwoman Bray-Parker moved and Councilwoman Robbins seconded that Ordinance 0-2022-36, An Ordinance Granting a Front Yard Setback Variation on a Certain Piece of Property Commonly known as 1005 Warrenville Road - Taylor, be passed.

11. Council Comment Councilwoman Bray-Parker wished children, parents, and educators good luck with back to school. She reminded everyone to drive safely.

Mayor Suess expressed enthusiasm for the return to school and highlighted his appreciation for activity being back to normal.

12. Approval of Warrant Councilwoman Fitch moved and Councilman Barbier seconded that Warrant No. 830 in the amount of $1,624,469.20 be approved.
