City of Winchester City Council met Sept, 15.

The Winchester City Council held a special meeting at City Hall.
Mayor McIntire called the special meeting to order at 5 p.m. with the following council in attendance: Lawrence Coultas, Bill Jacquot, Ron Bell, Sandy Long, Jeff Pittman, Terry Gregory and City Clerk Teri Little.
Mayor McIntire advised that Steve Speeks would not be taking the police chief position. He was advised incorrectly on his retirement and it would cost him too much to take the position.
The city received an application from Steve Doolin. Doolin is currently working at Morrow Brothers and is retired from the Department of Corrections. If he is hired, he would be able to be sworn in as early as tomorrow evening. He does have to re-qualify at the gun range and also has 120 hours of online training to complete prior to being able to be on patrol. He would be administrative until that is completed.
He will be full-time and is on line with what the city wants to see happen with the force in the future.
Nate White has resigned and his last night will be Friday evening. He will, however, go to part time status. Steven Speeks and Caleb Handy will remain part time. Chase Burk will be on deployment for the Air National Guard and that leaves Jacob Bettis as the only full-time officer
MOTION: Lawrence Coultas moved, and Terry Gregory seconded to approve hiring Steve Doolin as Full Time Police Chief at $28.00 per hour and no health insurance. Roll call resulted in all yeas. Motion carried.
It was also brought up that the personnel committee needs to meet and go over hourly wages for active police officers. This will be discussed at a later date.
MOTION: Ron Bell moved, and Jeff Pittman seconded to adjourn meeting at 6:05 P.M. Roll call resulted in all yeas. Motion carried.
