President David Schroeder Called The Village Board Meeting To Order At 7:00 Pm And Led The Pledge Of Allegiance.

A roll call was taken by Village Clerk Kathy Trimble:

Also present: Attorney Roxanne Sosnowski, Village Administrator Jim E. Claeyssen, Deputy Police Chief Todd Stockburger, Village Treasurer Maureen Gumowski and Village Clerk Kathy Trimble.

ADOPTION OF THE AGENDA:

Trustee Neville moved to approve the Village Board Agenda with (2) changes: • Delete Item Number (3) under President’s Report regarding a Change Order from Layne for the Well #7 Project.

• Trustee Fustin will present the Finance Report tonight for Trustee Pearse. Trustee Hollembeak seconded. All “AYE” none opposed. Motion carried by voice vote.

APPROVAL OF THE VILLAGE BOARD MINUTES:

Trustee Neville moved to approve the Village Board Meeting Minutes from October 4, 2022. Trustee Hollembeak seconded. All “AYE” none opposed. Motion carried by voice vote.

PUBLIC COMMENT: No one has signed up for Public Comment.

TREASURER’S REPORT:

Treasurer Maureen Gumowski stated that the 2022 Bond Project closed today. The bond interest is 4.42%. $5,100,000.00 was deposited into the Illinois Funds Bond Account and $549,000.00 has been transferred for prebond expenses.

PRESIDENT REPORT: DAVID SCHROEDER:

President Schroeder stated that:

• “Chat with the Chiefs” will take place on Thursday, October 20, 2022 at the Venue Center at 125 S. Walnut Street from 6:00PM – 8:00PM. They are looking forward to interacting with the citizens of Cherry Valley.

• Veterans Day Celebration will be held on November 5, 2022 here at Village Hall at 11:00AM.

1. Trustee Hollembeak moved that the Village Board approve the Liquor and Gaming Licenses submitted to the Village of Cherry Valley for X-Golf Rockford, LLC 7047 Newburg Road, Illinois 61108. Trustee Neville seconded. A roll call vote was taken:

JEFF FUSTIN – PLANNING AND ZONING COMMISSION:

Trustee Fustin stated that there will be a Planning and Zoning Commission Meeting Wednesday, October 19, 2022 at 6:30PM to discuss a Planned Unit Development on Mill Road. Everyone is welcome to attend.

BRANDI PEARSE – RECREATION BOARD:

President Schroeder reported on the Recreation Board for Trustee Pearse. President Schroeder stated that Trunk-or-Treat will be on Saturday, October 29 at 4:00PM, it will start at the Old School Park and end up at Baumann Park where there will be games. Halloween Decorating Contest Nominations need to be called into Heather Riley by the end of the day on Monday, October 24, 2022.

Trustee Belt moved that the Village Board consider this the second and final reading of AN ORDINANCE AMENDING CHAPTER 42, OFFENSES AND MISCELLANEOUS PROVISIONS, OF THE CODE OF ORDINANCES FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS BY CREATING SECTION 42-98, FALSE ALARMS. Trustee Fustin moved that the Village Board approve an invoice from Winnebago County Animal Services for the concluded service year for July 1, 2021 through June 30, 2022 at a cost of $6,841.32 from line item 5170 Public Works. 1. Trustee Neville moved that the Village Board approve the purchase of a 9’ BOSS Straight Blade Snow Plow from K-KAP Toppers, Rockford, Illinois in the amount of $8,175.00 from line item 5420 Capital Improvements. Trustee Belt seconded. A roll call vote was taken:

Trustee Neville moved that the Village Board approve sending our Public Works Employees to the Annual Snow Plow Rodeo, hosted by the Northwest Branch of the APWA (American Public Works Association) and IMLRMA (Illinois Municipal League Risk Management Association). This event will be held at Sand Park Pool in Loves Park, Illinois on Friday, October 21, 2022. There is no registration cost for this event and lunch is provided by the APWA. Trustee Belt seconded. 3. Trustee Neville moved that the Village Board approve Public Works Employees Garrett Anderson, Steve Strasser and Andy Wesseln to attend ArcGIS Pro Basic Training on November 2, 2022. This training will be held at the Rockford Park District Training Office in Rockford, Illinois. It is a one-day event at no cost to the village. Trustee Belt seconded. A roll call vote was taken:

Trustee Neville moved that the Village Board approve Public Works Employee Garrett Anderson to attend IPSI (Illinois Public Service Institute) Leadership Training from April 23rd– April 28th, 2023 in Effingham, Illinois. Cost of this training would be $100.00 from line item 5195 Public Works and $900.00 from line item 5200 Public Works. Trustee Belt seconded. A roll call vote was taken:

Trustee Neville moved that the Village Board approve Resolution 2022-30: A RESOLUTION OF THE VILLAGE OF CHERRY VALLEY, ILLINOIS TO APPROVE AN AGREEMENT WITH THE CHERRY VALLEY FIRE PROTECTION DISTRICT TO CONTRIBUTE TO EXPENDITURES FOR THE 2022 MUNICIPAL PARKING LOT IMPROVEMENT PROJECT FOR ADDITIONAL PAVING IMPROVEMENTS ON FIRE PROTECTION DISTRICT PROPERTY.
