City of Wheaton Liquor Control Commission met April 13

Here are the minutes provided by the commission:

I. CALL TO ORDER AND ROLL CALL VOTE

Chair Pearse called the April 13, 2023 meeting of the Local Liquor Control Commission to order at 7:00 P.M. in the City Council Chambers of the Wheaton City Hall, 303 West Wesley Street. Due to technical problems, Zoom was not available.

Upon roll call, the following were present: Chair Pearse, Commissioner Sender and Commissioner Whitmer. Absent: Commissioner Brown. Absent: Commissioner Taylor. City Staff Present: James P. Kozik, Director of Planning and Economic Development.

II. PUBLIC COMMENT

There was no public comment.

III. APPROVAL OF MINUTES – February 16, 2023 and March 9, 2023

Commissioner Whitmer moved and Commissioner Brown seconded a motion to approved the minutes of the February 16, 2023 and March 9, 2023 Local Liquor Control Commission meetings as submitted. On a voice vote, all voted aye.

IV. NEW BUSINESS

Applications for Outdoor Special Event Liquor Licenses - Downtown Wheaton Association - Taco and Margarita Festival and Downtown Wheaton Craft Crawl

Mr. Andrew Dameron, Events Director for the Downtown Wheaton Association, was in attendance to present two applications for Outdoor Special Event Liquor Licenses in connection with the Downtown Wheaton Association’s (DWA) Taco and Margarita Festival, to be held on Saturday, May 6th from 2-5pm and their Downtown Wheaton Craft Crawl, to be held on Saturday, July 8th from 2-5pm.

Mr. Dameron stated that these two events are planned as DWA fundraisers and to promote awareness of Downtown businesses.

Mr. Dameron stated that as in past years, the DWA will sell tasting tickets in advance to the public online. All ticket holders will check in at a location yet to be determined where they will be carded and receive a wristband (must be 21 years or older); receive their tasting tickets, souvenir glass, and a walking map of the tasting locations.

The tasting locations will be inside participating restaurants and selected retailers. The DWA will be purchasing the product and distributing it to the tasting locations. Each location will have a Basset trained person (21 years or older) as the server of the measured tastings. The server will also be responsible for collecting and/or stamping the participant’s tasting ticket.

All tastings will be consumed inside the business premises. Signs will be posted inside the doorways noting that all tastings must be finished inside - no alcohol is allowed outside.

Hearing no questions or comments, Commissioner Brown moved and Commissioner Sender seconded a motion to recommend approval of Outdoor  Special Event Liquor Licenses in connection with the DWA’s Taco and Margarita Festival and Downtown Wheaton Craft Crawl. On a roll call vote, all voted aye.

Application for Outdoor Special Event Liquor Licenses - Wheaton Park District - Cream of Wheaton, Summer Concert Series, Wheaton Brew and Seltzer Fest and October Fest

Mr. Daniel Novak and Carolyn Wilke, from the Wheaton Park District, were in attendance to present the District’s Outdoor Special Event Liquor License applications in connection with Cream of Wheaton, their Summer Concert Series and the Wheaton Brew and Seltzer Fest; to be held at Memorial Park and October Fest; to be held at the Central Athletic Complex, 500 S. Naperville Road. The dates and times are as follows: June 1 4-10pm, June 2 4-10pm, June 3 8am-10pm and June 4 1-7pm (Cream of Wheaton), June 23-24, July 14-15, August 11-12, September 8-9 and September 15-16 (Rain Dates) (Summer Concert Series), August 5 (Wheaton Brew and Seltzer Fest) and September 30 (October Fest).

Mr. Novak stated that the liquor sales procedures employed by the Park District for their events this season are the same as they have been in past seasons. Any guest seeking to purchase an alcoholic beverage will be required to have a 21+ wristband placed on their wrist at the time of check-in to the park. Liquor sales will take place within the fenced-in area of the park and no beverages will be permitted to leave the park.

Hearing no questions or comments, Commissioner brown moved and Commissioner Whitmer seconded a motion to recommend approval of Outdoor Special Event Liquor Licenses in connection with the Park District’s Cream of Wheaton, the Summer Concert Series, the Wheaton Brew and Seltzer Fest and October Fest. On a roll call vote, all voted aye.

Application for a Class S Liquor License – BCA Investment Inc. d/b/a Sunny’s Food Mart – 326 W. Liberty Drive

Due to technical difficulties with Zoom, the applicant, who was to attend the meeting virtually, was unable to participate. Staff indicated they would try to schedule a special meeting, or if unable to do so, the matter would be heard at the Commission’s next regular meeting.

V. MISCELLANEOUS BUSINESS

There was no miscellaneous business.

VI. ADJOURNMENT

The meeting was adjourned at 7:10 P.M.
