City of Winchester City Council met July 17.

Here are the minutes provided by the council:

The Winchester City Council held a special meeting July 17, 2023 at City Hall.

Mayor McIntire called the meeting to order at 2 p.m. with the following council in attendance: Jeff Pittman, Ron Bell, Bill Jacquot, Terry Gregory, Lawrence Coultas, Melinda Hembrough and City Clerk Teri Little.

Also, in attendance John Simmons, Supt of Public Works.

John Simmons, Supt of Public Works, has an estimate from Altorfer Cat in Springfield on the old backhoe. It has been up there for estimate of what needs to be fixed. The Backhoe is a 2007 Caterpillar 420 EIT integrated backhoe. When purchased it had 500 hours and now has 4500 hours on it.

The reason for taking it in was there was a noise thought to be coming from the motor but ended up being a bearing going out in the air conditioning. The estimate is for $29,522.81 for all repairs at this time. They stated per testing the fluids the motor was running fine.

Simmons received quotes on similar new machines a month ago.

Case - Trade in $40,000 and remaining total is $90,310.00

Caterpillar - Trade in $35,000 and remaining total is $117,600.00

John Deere - Trade in $38,000.00 and remaining total is $109,800.00

Council decided to pay for repairs at this time and take time to look for grants for additional funds to purchase a new machine. With making repairs hopefully the trade in value will be a little higher as well.

MOTION: Lawrence Coultas and Ron Bell seconded to approve repairs to the old backhoe up to max of $35,000.00 to Altorfer Cat in Springfield. Roll call resulted in all yeas. Motion carried.

Simmons stated that there was a very large tree out at the park by the pool that received damage during the past storm. A large section has fallen and the tree is rotten and hollow and needs to come down. The tree is on both county and city property. Total cost of removal by Powell Tree service is $2200.00. It was suggested that the city pay half, $1100.00, and county pay half.

MOTION: Ron Bell moved and Jeff Pittman seconded to approve paying half of bill, $1100.00, from Powell Tree service for removal of tree at the park. Roll call resulted in all yeas. Motion carried.

There is another tree that needs to come down at the corner of Commercial and Jefferson. This is in Susie Fearneyhough yard but part of the tree is on the city easement. At time of the meeting, he did not have an estimate. He will supply at the monthly meeting.

Simmons reported that a new VFD (Variable Frequency Drive) was needed. This is to power the pump to soft start at the motor.

MOTION: Ron Bell moved and Jeff Pittman seconded to approve VFD drive for water plant up to $6000.00 Roll call resulted in all yeas. Motion carried.

MOTION: Ron Bell moved and Melinda Hembrough second to adjourn at 3:15 pm. Roll call resulted in all yeas. Motion carried.
