City of Prospect Heights City Council met Feb. 12.

Here are the minutes provided by the council:

CALL TO ORDER AND ROLL CALL – At 6:30 PM, Mayor Ludvigsen called to order the Regular Meeting of the Prospect Heights City Council at City Hall, 8 N Elmhurst Road, Prospect Heights, IL 60070. 

Deputy Clerk Schultheis read the preamble to the Meeting. 

City Clerk Prisiajniouk called roll. A quorum was present. 

ELECTED OFFICIALS PRESENT – Mayor Ludvigsen, City Clerk Prisiajniouk Aldermen – Dash, Cameron, Morgan-Adams, Anderson 

ABSENT - Treasurer Tibbits - out with previous notification; Alderman Dolick - out with previous notification 

OTHER OFFICIALS PRESENT - City Administrator Wade, Assistant City Administrator Falcone. Director of Building and Development Peterson, Public Works Director Roscoe, Police Chief Caponigro, Assistant Finance Director Tannehill, Deputy Clerk Schultheis, Attorney Hess, Digital Communication Technician Colvin.

A.January 22, 2024 City Council Regular Meeting Minutes -Alderman Cameron moved to approve the January 22, 2024 City Council Meeting Minutes as presented; seconded by Alderman Morgan-Adams.

B.R-24-07 Resolution Approving a Collective Bargaining Agreement Between the City of Prospect Heights and International Union of Operating Engineers Local 150 (Public Works) – Alderman Morgan-Adams moved to approve R-24-07 Resolution Approving a Collective Bargaining Agreement Between the City of Prospect Heights and International Union of Operating Engineers Local 150 (Public Works); seconded by Alderman Cameron. 

ROLL CALL VOTE: AYES - Anderson, Cameron, Dash, Morgan-Adams

C.Discussion of Status of Levee 37 Corrective Work and Staff Proposal to Utilize Special Service Area 8 Monies to Provide Necessary City Contribution to Complete Project – City Administrator Wade said that the Army Corp of Engineers has a funding to completion designation meaning that there is only $500,000 available, and it may take two-three years to receive the money through the federal budget process. Hundreds of thousands of dollars are being paid for flood insurance until the levee is certified. Then the area can be remapped and removed the properties from the flood insurance requirements. 

The request to the Council was to take fund monies from the Special Service Area #8 to contribute with the $500,000 to get the project completed. This would make the City a financial participant in the project and would expedite completion. The City Attorney has reviewed the request and found that the City is able to use the money in this fashion. 

City Administrator Wade stated that this is solely related to the IDOT storm sewer. The cost for issues caused by the vehicle accident were funded by special state monies obtained through State Senator Julie Morrison. 

Alderman Morgan-Adams asked is this portion of Levee 37 all in Prospect Heights? City Administrator Wade replied the breach of the levee is an IDOT storm sewer that serves that serves the frontage road and Palwaukee Plaza. It is designated within Prospect Heights. 

Alderman Morgan-Adams asked what the contribution would be. City Administrator Wade said that while there is an estimated number from the Illinois Department of Natural Resources, but that confidentiality was needed because the bidding process would be affected by revealing estimate. He stated that while the number was over $500,000, it was a reasonable number. He added that a Resolution would be presented to the Council. 

Public Works Director Roscoe added that this presents the City with an opportunity to move things along on this project. He said that without this option, the project might not get started for one to two more years. 

Mayor Ludvigsen added that the completion of this project helps the residents of the area as well as development in the area, so that they will no longer be in a flood plain. 

The direction of the City Council was to move forward with the proposal and come back with a formal resolution. 

Alderman Cameron thanked the Staff for their work in moving this project forward. She noted that its completion would help many residents in the area, and would save hundreds of thousands of dollars in flood insurance fees.

PUBLIC COMMENT ON NON-AGENDA MATTERS (Five Minute Time Limit) 

Mitch Palmer - %92 Edinburgh Lane - stated that many communities had gotten away from vehicle stickers. He asked why the City continued with the program. Mayor Ludvigsen said that other cities have property taxes, but Prospect Heights, as a non-home rule city does not have as many revenue sources. He added that that vehicle stickers provide a revenue stream that allows the City to operate and provide services. 

Alderman Morgan-Adams said that while residents might have a vehicle sticker they did not pay property taxes to the City.

ADJOURNMENT - At 6:46 PM, Alderman Anderson moved top adjourn; seconded by Alderman Morgan-Adams. 

VOICE VOTE: All Ayes, No Nays. 

Motion carried 4 - 0, Alderman Dolick absent.
