The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Philip J. Suess. Upon rol| call, the foHowing were:

2. Approve the minutes of the Wheaton City Council Public Hearing Meeting — January 13, 2025 (DuPage County Governmental Center Zoning District), as submitted.
3. Approve the minutes of Wheaton City Council Regular Meeting — January 21, 2025, as submitted.

4. Pass Ordinance 0-2025-04, An Ordinance Amending the Code of Ordinances of the City of Wheaton — Chapter 22 — Buildings and Building Regulations and Appendix B — Fee Schedule Councilman Brown moved and Councilman Weller seconded that 0—2025-04, An Ordinance Amending the Code of Ordinances of the City of Wheaton — Chapter 22 — Buildings and Building Regulations and Appendix B — Fee Schedule, be passed.
City Attorney Didier stated the ordinance which had a first reading on January 21, 2025, will take effect on March lst, to update the 2018 ICC Codes and 2017 National Electric Codes to the 2024 ICC Codes and 2023 National Electric Codes. She detailed the update includes local amendments tailored to meet the City's specific needs and requirements. She noted that only a few public comments have been received regarding these updates.

5. Pass Ordinance 0-2025-05, An Ordinance Amending the Wheaton Zoning Ordinance — DPCGC — DuPage County Governmental Center Zoning District
Councilwoman Robbins moved and Councilman Clousing seconded that 0-2025-05, An Ordinance Amending the Wheaton Zoning Ordinance — DPCGC — DuPage County Governmental Center Zoning District, be passed.
City Attorney Didier stated the ordinance had a first reading on January 21, 2025, to amend the Zoning Ordinance to create a DuPage County Governmental Center Zoning District. She detailed the ordinance is in line with the Intergovernmental Agreement entered into in October 2024 between the City and the County.

Councilwoman Bray-Parker moved and Councilwoman Robbins seconded that 0—2025—06, An Ordinance Amending the Wheaton Zoning Map — DuPage County Governmental Center Zoning District, be passed.
City Attorney Didier stated due to the approval of the previous ordinance, amendments to the Zoning Map are necessary to rezone the County Campus to the newly created DuPage County Governmental Center Zoning District.

7. Pass Ordinance 0-2025-07, An Ordinance Amending the Wheaton Zoning Ordinance - Roosevelt Road Corridor District
Councilman Weller moved and Councilman Barbier seconded that 0—2025—07, An Ordinance Amending the Wheaton Zoning Ordinance - Roosevelt Road Corridor District, be passed.
City Attorney Didier stated the ordinance had a first reading on January 21, 2025, to amend the Zoning Ordinance to create the Roosevelt Road Corridor District. She detailed the Council received the Planning and Zoning Board report on September 16, 2024, which recommended the amendment. She reflected upon the Council's requested modifications and clarifications related to certain elements of the amendment. She reported staff planned to distribute an informational flyer to all property owners affected by the rezoning on Roosevelt Road.
Mr. Jack Vandiver, owner of 402 E. Roosevelt Road, expressed his support for the ordinance due to market changes related to commercial property demands.
Councilwoman Bray-Parker thanked City staff, area property owners and homeowners, and the community for their work during the long process.

8. Pass Ordinance 0-2025-08, An Ordinance Amending the Wheaton Zoning Map — Roosevelt Road Corridor District
Councilman Brown moved and Councilman Barbier seconded that 0-2025-08, An Ordinance Amending the Wheaton Zoning Map — Roosevelt Road Corridor District, be passed.
City Attorney Didier stated due to the approval of the previous ordinance, amendments to the Zoning Map are necessary to rezone properties along Roosevelt Road to the newly created Roosevelt Road Corridor district.

9. First Reading of An Ordinance Amending the Code of Ordinances of the City of Wheaton Chapter 70 (Traffic and Vehicles), Article IV (Stopping, Standing and Parking), Appendix B (Fee Schedule), and Motor Vehicle Schedules VIII, X-C, and X-D
City Attorney Didier stated changes to the City’s downtown parking were discussed at the January l3, 2025, Planning Session. She detailed changes include imposing a 3—hour time limit on customer parking during the hours of 8 am ~ 6 pm Monday through Friday and the creation of a Blue Dot Program for employee parking. She stated the Blue Dot Program consists of identifying parking spaces where employees of downtown businesses are permitted to park in excess of the posted time limit when working. She noted the $50 annual fee will be prorated for 2025 since the program takes effect on July 1. She stated the public may also park in Blue Dot spaces but must abide by the time restrictions.
10. Council Comment
Councilwoman Bray—Parker encouraged the public to visit the DuPage County Historical Museum’s Black Trailblazers exhibit and Wheaton Public Library during Black History month. She detailed the Wheaton Public Library offers many resources including programs and books to learn and grow.
Councilwoman Robbins reflected upon her attendance at the Downtown Wheaton Association meeting where Director Allison Orr reported DWA highlights from 2024 which included 22 new businesses welcomed in the Central Business District, 36 business milestones celebrated, increased membership by 20%, and hosted 5O plus events and promotions bringing 6,000 shoppers and diners to downtown. She also reported that the Daily Herald newspaper voted Downtown Wheaton the Best Downtown Atmosphere.
Councilman Brown thanked Rudy Keller, Project Chair of the Wheaton Field of Honor for sending the Councilmembers event t-shirts. He reported the Wheaton Field of Honor hosted at Seven Gables Park, will take place from June 28, 2025, through July 4, 2025, this year.
11. Approval of Warrant
Councilman Barbier moved and Councilwoman Bray-Parker seconded that Warrant No. 889 in the amount of $2,111,190.19, be approved.
