PRESIDENT’S REPORT: 

1. Committee discussion regarding the status of the distribution of the additional pension  contribution set aside yearly for the village’s Police Pension Fund.

2. Presentation of the village’s proposed Fiscal Year 2025-2026 Village Budget.

1. Committee discussion and a motion to send to the Village Board for a first  reading of “AN ORDINANCE REGARDING THE STARTING HOURLY RATE OF PAY FOR MAINTENANCE WORKER 1 AND MAINTENANCE WORKER 2 POSITIONS IN THE VILLAGE OF CHERRY VALLEY, ILLINOIS”. 

PUBLIC WORKS – CHAIRMAN TRUSTEE MIKE NEVILLE. 

ENGINEER’S REPORT: 

1. Project Updates Adam Bunge C.E.S. INC. 

UNFINISHED BUSINESS:  

1. Public Works Updates from Interim Public Works Director Andy Wesseln. 

NEW BUSINESS:  

1. Committee discussion regarding traffic concerns at East State Street and South Walnut Street.  

2. Committee discussion and a motion to send to the Village Board to approve the attendance of Public Works Employees Jarred Block, Jeff Hartzell, Catherine O’Hearn and Maggie Palcan to the Pesticide Training and Testing Clinic in  Crystal Lake, Illinois on April 3, 2025 at a cost of $45.00 per employee for a  total of $180.00 from line item 5195 Public Works and $50.00 per day per  employee for meal allowance at a cost of $200.00 from line item 5200 Public  Works. Transportation will be via a Public Works vehicle. 

3. Committee discussion and a motion to send to the Village Board for approval of IKON Electric, Loves Park, Illinois to mount the new water meter for Well #3 in a  specified location, supply a dedicated 20-amp circuit to the new GPM with the PLC; coordinate with SCADA provider for proper inputs and testing at a cost of $1,312.42 from line item 5170 Water.  

4. Committee discussion and a motion to send to the Village Board approval of a three (3) year renewal of a Service Agreement with Alpha Controls & Services, Rockford, Illinois at a cost of $3,870.000 per year from line item 5120 Building  and Grounds.

EX-OFFICIO’S RECREATION BOARD REPORT: 

1. Motion that the Committee of the Whole approve up to $400.00 for the 2025 Fun  Run/Walk Event T-Shirts from line item 5260 Building and Grounds. 

PUBLIC SAFETY – CHAIRMAN TRUSTEE SCOTT KRAMER.

NEW BUSINESS: 

1. Committee discussion and a motion to send to the Village Board approval to offer Patrol Officer Joshua Strand the promotion to the Rank of Patrol Sergeant for the Village of Cherry Valley, effective March 18, 2025 with a beginning wage of $97,092.00.  

2. Committee discussion and a motion to send to the Village Board approval to offer Administrative Sergeant Jesse Pearse the promotion to the Rank of Deputy Chief for the Village of Cherry Valley, effective March 18, 2025 with a beginning  salary of $113,723.50.  

3. Committee discussion and a motion to send to the Village Board approval for Patrol Officer Kyle Erickson to attend training workshops titled “Primal Leadership” and “360 Leadership” at the Sycamore, Illinois Police Department provided by NITAB (Northern Illinois Training Advisory Board) on April 29-30, 2025: 

• Registration fee: $0.00 (covered by annual NITAB membership).

• Transportation: Police vehicle. 

• Meals; $50.00 per day / total costs is $100.00 from line item 5200 Police.  

4. Committee discussion and a motion to send to the Village Board approval for  Patrol Officers Kyle Erickson and Chase Nance to attend a training workshop titled “3-DAY HANDS-ON CRIMINAL INTERDICTION WORKSHOP” at the Kane  County Sheriff’s Office, St. Charles, Illinois on July 21-23, 2025: 

• Registration fee: $699.00 per person for a total of $1,398.00 from line item 5195 Police. 

• Transportation: Police vehicle.  

• Meals: $50.00 per day for a total of $300.00 from line item 5200 Police.

• Total cost is $1,698.00.
