City Council approves tax incentive for Congress Theater redevelopment

The Congress Theater complex in Logan Square is set for an $87.8 million rehabilitation, aided by a Cook County Class L property tax incentive approved by the City Council. This incentive will decrease taxes on the mixed-use property by $6.2 million over 12 years.

The theater, located at 2135 N. Milwaukee Ave., was closed in 2013 due to building code violations. Baum Revision plans to rehabilitate the site, including its 2,900-seat auditorium, 36,000 square feet of commercial space, and 16 mixed-income apartments.

The Class L incentive aims to promote the preservation and reuse of landmark properties. The Congress Theater, built in 1926, was designated a Chicago landmark in July 2002.

Previously, the City Council approved up to $27.25 million in Tax Increment Financing funding for the building's reopening, expected in early 2027.
