1) Call meeting to Order: 7:30PM

3) Public Comment:
None
4) Action Item: Approve FY 25/26 Budget & Appropriations Ordinance. (ROLL CALL) Aaron Mead made a motion to approve the proposed 2025-26 budget. 2nd John Bramley. Motion carried 6-Yeas 0-Nays.
5) Accept proposed bid from Public Works Committee for the USDA RD Water Infrastructure Project. Blaine Hanneken of Heneghan Associates presented a bid tabulation spreadsheet showing Widman Construction as the low bidder for the Water System Improvement project along with an analysis of total project funds. USDA requires us to accept the lowest bidder. This lowest bid was 4% above what was projected. The funds analysis spreadsheet shows the suggested changes that need to be made in order to recoup funds paid toward this project. Ms. Hanneken also outlined the next steps to be taken in this process are to secure a short-term loan and select Bond Council. Mayor Kasten will begin contacting local banks for the short-term interim financing and Attorney Watson will select the Bond Council.
Aaron Mead stated that this project is just a potion of what needs repaired and the USDA loan is a 40-year loan. What do we do when the next project needs to start and we’re still paying on this loan?
The Board discussed planning for future repairs, water line replacement, and equipment updates at the sewer plant.
Aaron Mead made a motion to accept the bid from Widman Construction and allow the Mayor to begin the process for a short-term loan for interim financing. 2nd Don Little. Motion carried 6-Yeas 0-Nays.
6) Adjournment: Aaron Mead made a motion to adjourn, 2nd John Bramley. Motion carried 6-0.
