Committee members attending in Chicago: Mark Klaisner Ryan Crosby Public attending in Chicago: Bethany Lyke, Illinois Center for School Improvement Josh Kauffman, Teach Plus Committee members attending in Springfield: Karl Goeke Mary Jane Morris Sara Boucek Cathy Mannen Committee members attending by phone: Daniel Booth Roger Eddy ISBE staff in Springfield: Katherine Galloway Angela Chamness Public Attending in Springfield: Shannon Fehrholz, IARSS Amy Gelvin, Stand for Children Approval of Minutes Ryan Crosby made a motion to approve the minutes from the March 9, 2016 meeting as presented. Mary Jane Morris seconded the motion and the motion carried with a unanimous voice vote. Review of Quality Standards/Standards for Effectiveness The Committee reviewed the Standards and approved minor editorial changes. A vote will be taken at the next meeting to finalize the Standards. Review Guiding Principles for Implementation The Committee began to discuss how ISBE will take develop a rubric from the Standards. It is possible that ISBE will outsource the work, but the details of how and who are yet to be determined. Discussion of Impact of ESSA and HB 2683 Angela Chamness provided an update on the ESSA listening tours. She encourages attendance, especially teachers. Overall response has been good and questions have revolved around how to create a better future in education in Illinois moving forward. ISBE is still compiling feedback from listening tours are ongoing. Feedback and questions can also be submitted through email at essa@isbe.net and more information is online at isbe.net/essa. Committee members encouraged having more listening tours and more locations, such as Chicago. Committee members also provided feedback on listening tour meetings that they have attended. Angela Chamness reported that ISBE is reviewing how to reach certain groups and show how ESSA will impact them. Committee members suggested utilizing ROEs and ISCs to reach out to district to provide professional development for teachers around ESSA. Sara Boucek moved the conversation to the next part of the Committee’s work, which will be Component II of ESSA. Component II has three main pieces: ROE Compliance Probe Standards/Rubric Contextual Piece with Annual Measurable Objectives The Committee will need to start looking at how to develop the rules of procedure and provide those to ISBE. The Committee discussed the ROE/Compliance Probe and how they currently work and how the Compliance Probe may change under the Balanced Accountability Measure. Mark Klaisner provided information on how often the probes may occur for districts, what is determined by the probes and the results of the probes leading to district status (recognized/recognized pending review/probation/non-recognition). The ROEs are working on removing redundicies and streamlining the process. The new draft document for Compliance Probes will be available to ROEs in June and will be implemented in the 2016-2017 school year. The Committee will need to make recommendations regarding the Compliance Probes. Future Meeting Dates The Committee discussed future meeting dates. Josh Hoffman provided the Guiding Principles developed by Teach Plus, for developing an accountability system. Adjourn Mary Jane Morris made a motion to adjourn the meeting.
