Peru City Council approves water service agreement for local apartment complex

Peru City Council met Tuesday, Dec. 27.

The Peru City Council includes two members from each of the city’s four wards. Members meet at 7:30 p.m. every other Monday, except when Monday falls on a holiday, at Peru Municipal Building, 1901 Fourth St.

CITY OF PERU REGULAR COUNCIL MEETING DECEMBER 27, 2016

A regular meeting of the Peru City Council was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Tuesday, December 27, 2016 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard present; Alderman Waldorf absent; Mayor Harl absent.

Clerk Bartley asked for a motion to appoint a temporary chairperson. Alderman Ferrari made a motion to appoint Alderman Potthoff as temporary chairperson. Alderman Radtke seconded the motion; motion carried.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

MINUTES

Mayor Pro Tem Potthoff presented the minutes of the Regular Meeting of December 12, 2016. Alderman Ferrari made a motion that the minutes be received and placed on file. Alderman Payton seconded the motion; motion carried.

FINANCIAL REPORT

Mayor Pro Tem Potthoff presented the Treasurer’s Report for November; Sales, Home Rule, Use and Telecommunication Tax Receipts for October 2016 and Peru Recreation Fund Cash Accounts Summary for October 2016. Alderman Radtke made a motion that the reports be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

ACTIVITY REPORT

Mayor Pro Tem Potthoff presented the Peru Volunteer Ambulance Service Inc. Activity Summary for November 2016 and Water and Wastewater Treatment Plants Report for November 2016. Alderman Lukosus made a motion the reports be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on December 28, 2016:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Alderman Payton made a motion to receive and place on file the FY 16 audit as prepared by Winkle, Parker, Foster. Alderman Ferrari seconded the motion. Finance Officer Justin Miller provided an audit preview as follows:

Revenues of the City's governmental activities increased 3.1%, or $504,233, from fiscal year 2015 to fiscal year 2016.

Program expenses of the City's governmental activities increased 7.2%, or $980,046 from fiscal year 2015 to fiscal year 2016.

However, as shown in the Statement of Activities on page 14, the amount taxpayers ultimately financed for these activities was only $12,500,906 because the remaining cost was paid by those who directly benefited from the programs ($1,840,794) or by other governments and organizations which subsidized certain programs with operating and capital grants and contributions ($299,517)

The City's net position increased 8.5%, for a total of $5,569,292, from April 30, 2015 to April 30, 2016. Of this amount, the net position of the governmental activities increased$1,895,381 and the net position of the business-type activities increased $3,673,911.

Alderman Potthoff stated he was pleased with the overall financial position of the City and encouraged by the improved reserved position. Alderman Potthoff requested the Council review the audit and prepare questions for the formal presentation at the next Regular Council meeting. PUBLIC SERVICES COMMITTEE

Assistant Corporate Counsel Scott Schweickert presented a proposed resolution entitled:

A RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT CONCERNING WATER SERVICE AT COUNTRY MANOR APARTMENTS

Alderman Radtke made a motion that the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

UNFINISHED BUSINESSFinance Officer Justin Miller reported the Econolodge demolition is underway at no cost to the City. City Engineer Eric Carls stated he will give a 2016 Road Assessment Report at the next Committee Of A Whole meeting.
