COMBINED MEETING of the Council of the City of Joliet, Illinois was held on Tuesday, February 21, 2017 at 6:30 P.M. in the Council Chambers, Joliet Municipal Building, 150 W. Jefferson Street, Joliet, Illinois.

II. RECOGNITION OF JOLIET POLICE EXPLORERS:

Police Chief Brian Benton introduced Sergeant Jose and the Joliet Police Explorers.

Sergeant Jose recognized the Joliet Police Explorers' participation and awards received at the 19th Annual Chandler Explores competition held in Arizona. Members of the Council thanked the explorers for their participation and volunteering their time.

VI. COUNCIL COMMITTEE REPORTS:

A. Economic Development

Councilman Hug stated the Economic Development Committee met February 16, 2017 and gave a positive recommendation for the approval of the City Center Special Service Area incentive program amendments.

Councilman Hug and Steve Jones, Deputy City Manager/Economic Development Director briefly discussed future developments, equalized assessed value (EAV), and increase in permit requests. The Mayor stated the assessed value amount was over $450 million.

B. Finance

Councilman Turk stated the Finance Committee met this evening and reviewed the minutes and heard a presentation given by Azavar Government Solutions to automate the City's tax collection system. He stated Azavar currently works with the City to audit the collection of utility, sales, and franchise taxes due to the City. He stated Azavar has currently recovered approximately $1,950,000.00 over the past five years. He stated the City of Joliet would be a pilot program for Azavar's automated tax collection system; therefore, the Finance Committee asked staff to come back with a contract amendment that would include the proposed automated tax collection system with Azavar. He stated the committee also recommended the approval of a one year agreement with Tyler-Munis. He stated the Committee also reviewed monthly finance reports, personnel summary, travel expense, and invoices paid and found them all in order and recommended their approval.

C. Public Service

Councilman Hug stated the Public Service Committee met this evening to discuss contracts and change orders that were all found to be in order. He stated Blue Sky Energy gave a preliminary streetlight modification presentation that also including inventory of the City's streetlights.

Councilman Hug and Jim Eggen, Director of Public Utilities, briefly discussed the expansion of the east side sewer treatment plant and the acquisition of properties for the expansion.

A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill two Utilities Billing Clerk positions in the Finance Department and any subsequent vacancies, 2) one Clerk Typist position in the Finance Department and any subsequent vacancies, and 3) one new part-time Animal Compliance Coordinator position and any subsequent vacancies. In addition, it is recommended job descriptions for the Utilities Clerks and the Animal Compliance Coordinator be approved.

Motion to concur in the recommendations of the City Manager was made by Councilwoman Bettye Gavin.

XII. CITY MANAGER:

The City Manager stated the results of the decennial census taken by the City affirmed the City's population to be 149,386. He stated the City's return on investment for the decennial census over the next five years is $961,380.

The City Manager stated the City has received a mid-year grant from the Illinois Housing Development Authority (IHDA) in the amount of $250,000 for the demolition of blighted buildings.

XIII. NEW BUSINESS (Not For Final Action Or Recommendation): Councilwoman Hernandez Brewer stated she would like the City to implement a fire safety program for children.

Fire Chief Joe Formhals stated the Fire Department has a Fast Kids Fire Awareness Program they present to 4th grade students that was cut due to budget constraints. He stated they do go to the schools, but not to the extent as in the past.

Councilwoman Hernandez Brewer, Councilman Hug and the City Manager briefly discussed the progress of the lighting of the flags throughout the City. Mayor O'Dekirk briefly discussed hosting the same meeting forum held last week at Mt. Carmel Church but on the west side of the City.

Councilwoman Gavin thanked the Eddie Bee Edwards Life Changing Organization for their recognition of key people in the community.

Councilwoman Quillman highlighted a ribbon cutting for a new memory care facility at the Senior Living Center, St. Ray's Spaghetti Dinner, and Mardi Gras Madness Breast Cancer Fundraiser.

Mayor O'Dekirk highlighted Our Lady of Angels Sister Maria Schramko's 100th birthday and Joliet Township High School District 204 for being recently named and presented with the Advanced Placement District of the Year award by College Board,
