City of Silvis Economic Development met April 25.

Chairwoman Hall called the meeting to order at 5:15 pm and noted a quorum was present. The purpose of the meeting was discussion on the 2017 facade programs.
This would be the Second year for the residential and year five for the commercial Façade program. Jim reported that in year 1 of the commercial there were 15 participants and $120k was invested and 2014 there were 8 participants for $70k investment. Two years ago the budget was reduced to 50K and there were 6 participants and year to date there are 9 participants with an investment of $54,122. For the 2017-18 fiscal year the budget for the commercial Façade is $50k. Alderman Rockwell asked who is interested for this year; Tim Phylpo, Silvis Independent, The Smalls, Sunny Sensations, San Luis, RP Lumber; Said first timers should get priority. Chairwoman Hall would like to keep $10k in residential and to increase the commercial facade by $15k (increase from $50k to S65K). Alderman York reminded the Committee the residential program was a test. There was some discussion to modifying the ordinance to limit the frequency of participating in the Façade program or to base it on a time frame; no more than one application every 5 years. Alderman Carter said the terms of the Façade are for a forgivable loan for five years.
Committee was in agreement to continue the commercial facade program at $65k and the residential at $10k and the item would be placed on the May 2"COW agenda for consideration.
This is the Second year of the residential Façade program. Last year the budget set aside was $25k and participation was successful with 6 participants and the amount invested was $10,695. The budget for 2017-18 is $25k.
There were no other agenda items and the meeting was adjourned at 5:30 pm.
