Illinois Labor Relations Board State Panel met April 11.

I. Opening of Meeting 1:00 p.m.— at 801 South 7th Street, Suite 1200A, Springfield, IL
II. Present
John Hartnett, Chairman; Michael Coli, Member of the Board; Kathryn Zeledon Nelson, Member of the Board; John Samolis, Member of the Board; Keith Snyder, Member of the Board; Kimberly Stevens, Executive Director; Helen J. Kim, General Counsel; and staff members.
III. Approval of Minutes of Regular Meeting Held March 7, 2017
Chairman Hartnett called for approval of the minutes of the March 7, 2017, meeting. Member Coli moved to approve the minutes. Member Samolis seconded. The Board passed the motion unanimously, by a voice vote.
IV. Administrative Matters
Chairman Hartnett asked Executive Director Stevens to present the Executive Director’s reports. She presented the reports and summarized the highlights.
V. Executive Session
After a short discussion regarding whether there was a need for executive session, Member Coli made a motion to leave open session and the Board passed it unanimously, by a voice vote. Member Coli then made a motion to go into executive session to discuss litigation matters pursuant to 5 ILCS 120/2(c)(1) and the Board passed it unanimously, by a voice vote. Subsequently, at the end of the discussion, Member Coli made a motion to leave executive session and the Board passed it unanimously, by a voice vote. Member Coli then made a motion to return to open session and the Board passed it unanimously, by a voice vote.
VI. Board Actions
1. 17-01-- Proposed Resolution for Approval of Final Written Decisions and Orders at State Panel Meetings
General Counsel Kim read resolution 17-01 to the Board. Member Coli made a motion to adopt resolution 17-01. Member Samolis seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. S-UC-16-050
State of Illinois, Department of Corrections/Metropolitan Alliance of Police, Chapter 294
General Counsel Kim called and presented the case. After discussion, Member Nelson moved to accept the RDO with modifications. Member Coli seconded the motion, and the Board passed it unanimously, by a voice vote.
3. Case No. S-RC-16-067
International Brotherhood of Teamsters, Local 722/County of Ogle and County Clerk and Recorder of Deeds of Ogle County
General Counsel Kim called the case, and noted that no party filed exceptions to Administrative Law Judge Sanceda’s Recommended Decision and Order and asked whether the Board wished to review the decision on its own motion. The Board declined to do so.

General Counsel Kim called the case. Member Coli made a motion to approve the proposed written decision. Member Samolis seconded the motion, and the Board passed it unanimously, by a voice vote. Member Nelson recused herself from the vote.
B. Case Nos. S-UC-15-052 and S-RC-15-044
American Federation of State, County and Municipal Employees, Council 31/State of Illinois, Department of Central Management Services
Acting General Counsel Stevens called the case. Member Nelson made a motion to approve the proposed written decision. Member Coli seconded the motion, and the Board passed it unanimously, by a voice vote.
C. Case Nos. S-RC-15-066 and S-UC-15-123
American Federation of State, County and Municipal Employees, Council 31/State of Illinois, Department of Central Management Services
Acting General Counsel Stevens called the case. Member Samolis made a motion to approve the proposed written decision. Member Snyder seconded the motion, and the Board passed it unanimously, by a voice vote.

Metropolitan Alliance of Police, Bolingbrook Chapter #3/Village of Bolingbrook
General Counsel Kim called the case. Member Coli made a motion to approve the proposed written decision. Member Samolis seconded the motion, and the Board passed it unanimously, by a voice vote.
