Village of Lincoln Committee of the Whole met June 13.
Here is the minutes provided by the Committee:
Mayor Goodman called the regular City Council Committee of the Whole Meeting to order at 7:00 p.m. There were five Aldennen present (Aldennan Bauer, Aldennan Browne, Aldennan Hoefle, Aldennan Hom, and Aldennan Welch) and three absent (Alderman Hoinacki, Aldennan Keller, and Aldennan Parrott). Also present were American Water Mr. Ferguson, Police Chief Adams, and City Building and Safety Officer Mr.Woodhall, and Fire Chief Miller. Also present were Mayor Goodman, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, City Clerk Mrs. Bateman and Recording Secretary Mrs. Riggs.
Mayor Goodman led the Pledge of Allegiance.
Public Participation:
Ms. Marlene John was present to ask why they were only being allowed 5 minutes to talk. Mayor Goodman said it could be longer than 5 minutes depending on the discussion. Ms. John asked if there were any updates on the sewer. Mr.Ferguson said he did not have an update.
Mr. Dhiren Patel stated that he had just purchase the Best Western hotel was present to discuss the possibility of having gaming in the Best Western. He also asked for the City to waive the
$2,000.00 fee since they would only be bringing in cans of beer.
Ms. Annette Schisler of Midwest Electronic Gaming, Bloomington, Illinois and was present to discuss having gaming in hotels, motels or other classification. She said they were working to get in the other classification.
Ms. Joyce Seelye and lives across from Ray White Park. She wanted to know if the City of Lincoln could pour concrete under the basketball hoop. She was asking for concrete and mulch and that there are children are playing out on the street.

This will be placed on the Consent Agenda on June 19, 2017.
Block Partv A Ppli Cation -Allev-Bi Saloon:
Mrs. Bateman said that they had received the insurance for the block party. This will be placed on the Regular Agenda on June 19, 2017.
Resolution: Establishing 2017 Prevailing Wage Schedule:
City Administrator Mr. Johnson said that these are in line with the Department of Labor figures and these have to be approved by the end of June.

Interlocal Contract For Cooperative Purchasing -H-GACBUV:
Fire Chief Miller said they are looking to replace the aerial ladder truck and they have two manufacturers that can make a truck that will fit in our current buildings. There will be a $2,000.00 charge to purchase the truck. He would like this on the agenda and they are not looking at purchasing right away.
This will be placed on the agenda for Monday, June 19, 2017.
FY 2017 Budget Amendment:
City Treasurer Mr. Conzo said everyone had received a copy of the amendment. This is being addressed in the appropriation ordinance.

Extension Agreement To Original Logan Countv Joint Solid Waste Resolution:
Mayor Goodman said this was just a 90 day extension to continue as they work through their discussion on what direction to go.
Ordinance: Fiscal Year 1018 Appropriation Budget:
This will be placed on the agenda for Monday, June 19, 2017.
Rejection Of Police Station Construction Bids:
City Administrator Mr. Johnson said the costs were higher than was first thought. They are looking at ways to cut the costs. He suggested that they reject the bids and then put out for bids again. They questioned why the cost was 200% more than they felt it should have cost. This will be placed on the Agenda for Monday.
Other Discussion:
Fire Chief Miller said the new siren on Pulaski Street has been installed on the pole, the control boxes and pole have been put in place.They were doing some programming since this is new technology for the sirens that the City had. Once everything is installed they will do some testing.
Mayor Goodman said this Thursday, June 15, 2017 is the Purple Heart ceremony will be held at the Courthouse at 6:30 p.m.
Mayor Goodman said the Third Friday event is this week.

Mayor Goodman welcomed Mr. Woodhall and said this was his first official day.
Mayor Goodman said it was brought to his attention that they needed to appoint Tom McGlothlin to be on the Tourism Board. Alderman Hoefle asked to have on the agenda
Alderman Bauer said Relay for Life starts Saturday from 2:00 p.m. to 10:00 p.m. at Lincoln College The survivor dinner is Wednesday, June 14, 2017 at Lincoln College

Alderman Hom made a motion to adjourn the meeting and Alderman _ seconded it. There were eight ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, AJdennan Hoinacki, Alderman Hom, Aldennan Keller, Alderman Parrott and Aldennan Welch), zero nays, and none absent; motion carried.
