Call Meeting to Order:

Timothy Bradford, Chairman, Committee on Ethics, called the meeting to order at 1:50 p.m.

Public Comment:

Rachel Leven, Policy Manager, Better Government Association; Nancy Marcus, Co President, League of Women Voters of Cook County; and Mike Archy, GTM Strategies, expressed support for the creation of an inspector general.

Ladies and Gentlemen:

At the direction of Commissioner Timothy Bradford, Chairman of the Committee on Ethics, a Study Session will be held on Thursday, August 31, 2017, immediately following the Regular Board Meeting, in the Board Room, 100 East Erie Street, Chicago, Illinois.

The purpose of the Study Session is to discuss the potential for an inspector general.

A motion was made by Mariyana T. Spyropoulos, seconded by David J. Walsh, that this Report be Published and Filed. The motion carried by acclamation. Chorus of ayes - No nays

Open Discussion:

David St. Pierre, Executive Director, made an opening statement. Susan T. Morakalis, General Counsel, gave a presentation to the Board. William Fletcher, Inspector General, Chicago Park District and President, Illinois Chapter of the Association of Inspectors General addressed the Board.

Summary of Requests:

Debra Shore recommended that a working group consisting of staff and members of the Board be created to explore the details of an inspector general; and requested another study session to discuss findings

Barbara J. McGowan requested information on the District's current audit policies and activities.

Adjournment:

Timothy Bradford, Chairman, Committee on Ethics, adjourned the meeting at 3:40 p.m.
