Illinois Labor Relations Board met August 8.

I. Opening of Meeting 10:00 a.m.—160 North LaSalle Street, S-401, Chicago, IL
II. Present
Robert M. Gierut, Chairman of the Local Panel; Charles E. Anderson, Member of the Local Panel; Angela C. Thomas, Member of the Local Panel; Kimberly Stevens, Executive Director; Helen J. Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members. Chairman Gierut welcomed Angela Thomas as the newly appointed Local Panel Member.
III. Approval of Minutes of Regular Meeting Held July 11, 2017
Chairman Gierut called for approval of the minutes of the July 11, 2017 meeting. Member Anderson moved to approve the minutes. Chairman Gierut seconded. The Board passed the motion unanimously, by a voice vote.
IV. Administrative Matters
Chairman Gierut asked Executive Director Stevens to present the Executive Director’s reports. She presented the reports and summarized the highlights.
V. Review of Proposed Written Decisions and Orders
1. Case No. L-CA-16-084
Shelley Kaplan/City of Chicago (Department of Police)
General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. L-CB-16-055
Shelley Kaplan/Fraternal Order of Police, Lodge #7
General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.
3. Case No. L-CA-17-011
Kalavetta Mitchell/County of Cook and Sheriff of Cook County
General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.
4. Case No. L-CA-17-020
Dudlita Prewitt/City of Chicago (Department of Family Support Services)
General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.
VI. Board Actions
1. Case No. L-RC-15-024
Service Employees International Union, Local 73/County of Cook
General Counsel Kim called the case, and noted that no party filed exceptions to Administrative Law Judge Beverly’s Recommended Decision and Order. The Board declined to review the decision on its own motion.
2. Case Nos. L-CA-16-070 and L-CA-16-071
Megan E. Cook and Shenna Williamson/Cook County Recorder of Deeds
General Counsel Kim called and presented the issues of the case to the Board. After discussion, Chairman Gierut moved to accept the Executive Director dismissal and grant the variance to accept the Respondent’s response. Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.
3. Case No. L-CB-17-021
Laura Wicik/American Federation of State, County and Municipal Employees, Council 31
General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Anderson moved to accept the Executive Director dismissal and deny the Charging Party’s appeal. Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.
VII. Executive Session
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VIII. Public Comment
No members of the public were present.
IX. Adjournment
Chairman Gierut called for a motion to adjourn. Member Thomas made a motion to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
