Illinois Labor Relations Board Local Panel met Sept. 7.

I. OPENING OF MEETING 10:00 A.M.
II. PRESENT
Robert M. Gierut, Chairman of the Local Panel; Charles E. Anderson, Member of the Local Panel; Angela C. Thomas, Member of the Local Panel; Helen J. Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members. Executive Director Kimberly Stevens participated by phone.
III. APPROVAL OF MINUTES OF REGULAR MEETING HELD August 8, 2017
Chairman Gierut called for approval of the minutes of the August 8, 2017 meeting. Member Anderson moved to approve the minutes. Member Thomas seconded. The Board passed the motion unanimously, by a voice vote.
IV. ADMINISTRATIVE MATTERS
Chairman Gierut asked Executive Director Stevens to present the Executive Director’s reports. She presented the reports and summarized the highlights.
V. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS
1. Case Nos. L-CA-16-070 and L-CA-16-071
Megan E. Cook and Sheena Williamson/Cook County Recorder of Deeds
General Counsel Kim called the case. Member Thomas made a motion to approve the proposed written decision. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. L-CB-17-021
Laura Wicik/American Federation of State, County and Municipal Employees, Council 31
General Counsel Kim called the case. Member Thomas made a motion to approve the proposed written decision. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.
VI. BOARD ACTIONS
1. Case No. L-CA-15-042
Teamsters Local 700/County of Cook and Sheriff of Cook County
Associate General Counsel Hamburg-Gal called and presented the issues of the case to the Board. After discussion, Member Anderson moved to reverse the Executive Director’s dismissal and issue a complaint for hearing. Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. L-CA-17-001
Michael J. Conroy/ City of Chicago (Fire Department)
Associate General Counsel Hamburg-Gal called and presented the issues of the case to the Board. After discussion, Member Thomas moved to remand the Executive Director’s dismissal for further investigation. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.
3. Case No. L-CB-17-028
Dudlita Prewitt/American Federation of State, County and Municipal Employees, Council 31
General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Anderson moved to accept the Executive Director’s dismissal and allow variance to accept Charging Party’s appeal. Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.
VII. EXECUTIVE SESSION
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VIII. PUBLIC COMMENT
No members of the public were present.
IX. ADJOURNMENT
Chairman Gierut called for a motion to adjourn. Member Anderson made a motion to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
