Forest Preserve District of Cook County Board of Commissioners met November 14.

Here is the agenda provided by the Board:

Public Testimony:

Authorization as a public speaker shall only be granted to those individuals who have submitted in writing, their name, address, subject matter, and organization (if any) to the Secretary 24 hours in advance of the meeting. Duly authorized public speakers shall be called upon to deliver testimony at a time specified in the meeting agenda. Authorized public speakers who are not present during the specified time for public testimony will forfeit their allotted time to speak at the meeting. Public testimony must be germane to a specific item(s) on the meeting agenda, and the testimony must not exceed three minutes; the Secretary will keep track of the time and advise when the time for public testimony has expired. Persons authorized to provide public testimony shall not use vulgar, abusive, or otherwise inappropriate language when addressing the Board; failure to act appropriately; failure to speak to an item that is germane to the meeting, or failure to adhere to the time requirements may result in expulsion from the meeting and/or disqualify the person from providing future testimony.

Proposed Resolution

To Apply For And Accept Illinois Transportation Enhancement Program Grant Funds

Whereas, The Forest Preserve District of Cook County (the “Preserves”) is applying for a grant from the Illinois Department of Transportation’s Illinois Transportation Enhancement Program (ITEP); and

Whereas, the ITEP grant, if funded, would provide funding for the development of wayfinding and information signage and other streetscape improvements and archaeological interpretation at two Forest Preserve “gateway sites” located in south Cook County: Sand Ridge/Shabbona/Green Lake Campus near Calumet City and Eggers Grove in Chicago, Illinois, hereafter referred to as “the Project”; and

Whereas, the Project would also include research and analysis by the Illinois State Archaeological Survey of artifacts found on Preserves property in the Calumet region that have been impacted by road construction in the region; and

Whereas, the funding would allow for the interpretation and creation of an exhibit at the Sand Ridge Nature Center related to the artifacts and cultural history of Calumet region; and

Whereas, the Project is located within a proposed Calumet National Heritage Area; and

Whereas, the proposed Project would advance the goals of the Preserves’ Next Century Conservation Plan to connect people and nature and increase awareness of the Preserves’ natural and cultural history; and

Whereas, the Preserves is submitting a grant request for $440,000.00 and will provide a match not to exceed $110,000.00 that represents a 20% match of the total estimated project cost of $550,000.00; and

Whereas, if awarded, the project would likely begin in February 2018 and end in February 2022.

Now, Therefore, Be It Resolved, that the Forest Preserve District of Cook County Board of Commissioners approves the Preserves applying for the above-referenced grant, and if the Preserves is awarded such grant, approves the Preserves entering into a grant agreement for such grant and the proposed expenditure by the Preserves of up to $110,000.00 from Site Amenities accounts, 51009.560060, 51025.560060, 51026.560060, 51054.560060, 51055.560060, 51056.560060, 51057.560060, future account 51058.560060 and Grant Account 51010.560060 in local matching funds referenced above.

Proposed Resolution

Credentials Certification For Forest Preserve District Of Cook County Delegates To The Illinois Association Of Park Districts

Whereas, the Illinois Association of Park Districts (“the Association”) is a nonprofit service, research and education organization that serves park districts, forest preserves, conservation, municipal park and recreation, and special recreation agencies; and

Whereas, the Association advances these agencies, their citizen board members and professional staff in their ability to provide outstanding park and recreation opportunities, preserve natural resources and improve the quality of life for all people in Illinois; and

Whereas, the mission of the Forest Preserve District of Cook County (the “Preserves”) is to acquire, restore and manage lands for the purpose of protecting and preserving public open space with its natural wonders, significant prairies, forests, wetlands, rivers, streams, and other landscapes with all of its associated wildlife, in a natural state for the education, pleasure and recreation of the public now and in the future;

Whereas, the Preserves is a member district of the Association; and

Whereas, Article V, Section 3 of the Constitution and By-Laws of the Association states each member district shall be entitled to be represented at all Association meetings and conferences by a delegate or delegates and that delegates may include any employee of the member district authorized by the governing board of the member district;

Now, Therefore, Be It Resolved, that the Forest Preserve District of Cook County Board of Commissioners does hereby authorize General Superintendent Arnold Randall to serve as the Preserves’ delegate to all Association business, meetings and conferences in the year 2018, including the annual business meeting of the Association at the Hilton Hotel in Chicago, Illinois on Saturday, January 20, 2018.

Be It Further Resolved, that in his absence from any or all Association business, Deputy General Superintendent Eileen Figel is authorized to serve as first alternate delegate, that Delio Calzolari, Director of Legislative and Governmental Affairs, is authorized to serve as second alternate delegate and that Cathy Geraghty, Director of Strategic Initiatives, is authorized to serve as third alternate delegate.

Proposed Ordinance

An Ordinance To Create A Forest Preserve Near St. Mihiel Woods East

An Ordinance Creating A Forest Preserve in part of Section 29, Township 36 North, Range 13, East of the Third Principal Meridian, all in Cook County, Illinois near St. Mihiel Woods East in District 6.

Whereas, the Board of Commissioners of the Forest Preserve District of Cook County, Illinois (the “District”), pursuant to the statutes in such case made and provided, has from time to time acquired by purchase, condemnation, gift, grant, devise, or otherwise, lands necessary and desirable for District purposes containing one or more natural forests or parts thereof, or lands connecting such forests or parts thereof, or lands capable of being reforested for the purpose of protecting and preserving the flora, fauna, and scenic beauties within the Forest Preserve District of Cook County, Illinois, and to restore, restock, protect, and preserve the natural forests and said lands together with their flora and fauna, as nearly as may be, in their natural state and condition, for the purpose of the education, pleasure, and recreation of the public; and

Whereas, the said Board of Commissioners of the District also has acquired in like manner lands for the consolidation of such preserves into unit areas of a size and form convenient and desirable for public use and economical maintenance and improvement, and lands for the purpose of connecting such preserves with forested ways or links in order to increase their accessibility, use, and enjoyment, and lands for improvement by forestation, roads, and pathways, and lands for the purpose of constructing, maintaining, and operating recreational facilities; and

Whereas, the Board of Commissioners of the District has in a like manner acquired lands along water courses or elsewhere which, in their judgment, were required to control drainage and water conditions and necessary for the preservation of forested areas required or to be acquired as preserves and lands for the purpose of extension of roads and forested ways around and by such preserves and for parking space for automobiles and other facilities not requiring forested areas but incidental to the use and protection thereof; and

Be It Ordained by the Board of Commissioners of the District as follows: Section 1. That a unified Forest Preserve be and the same is hereby created within the District which shall contain and connect lands now owned and lands to be acquired in substantial accordance with the plat now on file in the office of the General Superintendent of the District, which by reference is hereby made part thereof, and for the purposes of said Forest Preserve and for the carrying out of the statutory purposes more particularly set out in the preamble of this ordinance, it is necessary and desirable for the District to own and it shall acquire property hereinafter described in Section 2 of this ordinance, for the purpose of creating a Forest Preserve and for District uses.

Section 2. That the lands referred to in Section 1 of this ordinance are more particularly described as follows:

Section 3. This ordinance is hereby made and ordained to be severable as to each parcel of land or portion thereof or right of interest in any of the same hereby authorized to be acquired, and failure to acquire any of the said parcels of land described in Section 2 hereof or right of interest in any of the same shall not impair or invalidate the authority by this ordinance granted to hold, own, or acquire any other of said parcels or any right or interest therein, it being the intention of said Board of Commissioners of the District to carry out the general plan provided in this ordinance so far as legally and financially practicable, and to negotiate for purchases, condemn, or otherwise acquire from time to time the several parcels of land described in Section 2 hereof and all right or interest therein. Section 4. This ordinance shall be in full force and effect from and after its passage and approval.
