Illinois Guardianship and Advocacy Commission Human Rights Authority Chicago Region met Feb. 20.

Here is the agenda provided by the Commission:

PRESENT: Ashley Casati, Regina Pessagno, Alicia Chin, Andrea Vernon-Cwik, Sheila Orr, Michael Shukis and Eric Mathiasen.

The regularly scheduled meeting of the Human Rights Authority, Chicago Region was called to order at 5:12 p.m. by the Chicago Region Chair, Ashley Casati.

It was determined that a quorum was present and that appropriate business could be conducted. Ashley read the confidentiality statement

Minutes: Gina moved to approve Minutes from the December 5, 2017 and January 16, 2018 meetings as drafted. Annie seconded and the motion carried.

Communications:

NEW BUSINESS Ratifications for case acceptance, report acceptance and response acceptance, closure and publish:

18-030-9006 The complaint regards an incident in 2001 when a patient was alleged to be told he was being admitted to the hospital for a respiratory ailment but was involuntarily admitted to a psychiatric unit. The case was previously not accepted without a release, which has since been received. Annie moved to ratify non-acceptance of the case from the previous meeting. Alicia seconded and the motion carried.

18-030-9025 A patient was made to give up his bracelets on admission and when he argued to keep them security guards threw him to the ground, put him in a chokehold and gave him an injection. Annie moved to ratify acceptance of the case from the previous meeting. Alicia seconded and the motion carried.

18-030-9026 A patient was given emergency forced medications for not eating while her chart showed that she was in fact having some meals. Annie moved to ratify acceptance of the case from the previous meeting. Alicia seconded and the motion carried.

18-030-9027 A patient was supposed to be seen for a hernia repair but was admitted to the psychiatric unit instead where he did not belong, was given treatment without informed consent, without involvement with his guardian who was not allowed to visit him at times. Annie moved to ratify acceptance of the case from the previous meeting. Alicia seconded and the motion carried.

17-030-9027 (Riveredge Hospital) Annie moved to ratify acceptance of the report as drafted from the previous meeting. Alicia seconded and the motion carried.

18-030-9002 (St. Mary’s Hospital) Annie moved to ratify acceptance of the report as drafted from the previous meeting. Alicia seconded and the motion carried.

18-030-9004 (U of I Hospital) Annie moved to ratify acceptance of the report as drafted from the previous meeting. Alicia seconded and the motion carried.

17-030-9024 (Chicago Lakeshore) Annie moved to ratify acceptance of the response, close and publish the case from the previous meeting. Alicia seconded and the motion carried.

17-030-9026 (Norwegian American) Annie moved to ratify acceptance of the response, close and publish the case from the previous meeting. Alicia seconded and the motion carried.

New complaints:

18-030-9028 A resident of a nursing home has been petitioned for involuntary admission twice by the nursing home for complaining about them; also, that her personal mail is being held. Sheila moved to table case acceptance pending a release of information. Annie seconded and the motion carried.

18-030-9029 A patient in the hospital’s ED was detained without a petition, and then restrained and injected when he tried to leave, all without needing to prevent harm. Mike moved to accept the case for investigation. Eric seconded and the motion carried.

UNFINISHED BUSINESS

Pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2), Sheila moved to enter closed session at 5:20 p.m. Annie seconded and the motion carried. The purpose of the closed session was for discussion on any case assignments, case progress, draft reports, responses and case closures (18-030-9029). The HRA returned to open session at 5:24 p.m., having taken no votes in the closed session.

Alicia moved to adjourn the meeting at 5:36p.m. Sheila seconded and the meeting adjourned.
