Illinois Labor Relations Board Local Panel met April 17.

I. Opening Of Meeting 10:00 A.M.—160 North LaSalle Street, S-401, Chicago, IL
II. Present
Robert M. Gierut, Chairman of the Local Panel; Charles E. Anderson, Member of the Local Panel; Angela C. Thomas, Member of the Local Panel; Helen J. Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members. Kimberly F. Stevens, Executive Director participated by telephone.
III. Approval Of Minutes Of Regular Meeting Held March 6, 2018
Chairman Gierut called for approval of the minutes of the March 6, 2018 meeting. Member Anderson moved to approve the minutes. Member Thomas seconded. The Board passed the motion unanimously, by a voice vote.
IV. Administrative Matters
Chairman Gierut asked Executive Director Stevens to present the Executive Director’s reports. She presented the reports and summarized the highlights.
V. Review Of Proposed Written Decisions And Orders
1. Case No. L-CB-16-038
Theopolis Hoffman/Service Employees International Union, Local 73
General Counsel Kim called the case. Member Thomas made a motion to approve the proposed written decision. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. L-CA-16-017
Erek Slater/Chicago Transit Authority
General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision.
Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.
VI. Board Actions
1. Case No. L-CA-17-034
Fraternal Order of Police, Lodge #7/City of Chicago (Police Department)
Chairman Gierut called the case. The Board heard oral argument, recorded by a court reporter.
VII. Executive Session
Chairman Gierut made a motion to leave open session. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote. Chairman Gierut made a motion to go into executive session to discuss the evidence presented in Case No. L-CA-17-034, pursuant to Section 2(c)(4) of the Illinois Open Meetings Act, 5 ILCS 120, et seq. Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote. Subsequently, at the end of the discussion, Member Anderson made a motion to leave executive session. Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote. Chairman Gierut then made a motion to return to open session. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.
VIII. Board Actions
Case No. L-CA-17-034
Fraternal Order of Police, Lodge #7/City of Chicago (Police Department)
After returning to open session, the Board had a short discussion and unanimously agreed to hold the case until the May meeting for a decision.
IX. Public Comment
No members of the public were present.
X. Adjournment
Chairman Gierut called for a motion to adjourn. Member Anderson made a motion to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
