Illinois Labor Relations Board Local Panel met March 6.

I. Opening Of Meeting 10:00 A.M.—160 North LaSalle Street, S-401, Chicago, IL
II. Present
Robert M. Gierut, Chairman of the Local Panel; Charles E. Anderson, Member of the Local Panel; Angela C. Thomas, Member of the Local Panel; Kimberly F. Stevens, Executive Director; Helen J. Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members.
III. Approval Of Minutes Of Regular Meeting Held February 6, 2018
Chairman Gierut called for approval of the minutes of the February 6, 2018 meeting. Member Anderson moved to approve the minutes. Member Thomas seconded. The Board passed the motion unanimously, by a voice vote.
IV. Administrative Matters
Chairman Gierut asked Executive Director Stevens to present the Executive Director’s reports. She presented the reports and summarized the highlights.
V. Review Of Proposed Written Decisions And Orders
1. Case No. L-RC-14-004
Teamsters, Local 700/County of Cook and Cook County Sheriff
General Counsel Kim called the case. Member Thomas made a motion to approve the proposed written decision. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. L-CB-18-002
Edward Donaldson/Amalgamated Transit Union, Local 241
General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision.
Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.
VI. Board Actions
1. Case No. L-CA-16-017
Erek Slater/Chicago Transit Authority
General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Thomas moved to accept the Administrative Law Judge’s Recommended Decision and Order with modification. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. L-CA-16-023
Randle E. Martin/City of Chicago (Department of Streets and Sanitation)
General Counsel Kim called the case, noted that no party filed exceptions to Administrative Law Judge Sharon Purcell’s
Recommended Decision and Order and asked whether the Board wished to review the decision on its own motion. The Board declined to do so.
VII. Executive Session
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VIII. Public Comment
No members of the public were present.
IX. Adjournment
Chairman Gierut called for a motion to adjourn. Member Anderson made a motion to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
